JOB SUMMARYThis position is located in the Department of Employment Services (DOES), Office of Legislative Affairs and will work on assigned projects related to the Office of Paid Family Leave. The mission of DOES is to foster economic development and growth in the District of Columbia by providing workforce training, linking job seekers with employers, compensating unemployed and injured workers and promoting safe and healthy workplaces. DUTIES AND RESPONSIBILITIESProvides critical analyses and evaluations of actual or potential effectiveness of current and/or projected activities and reports primarily pertaining but not limited to the Office of Paid Family Leave. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Lead on high-level responses to Council and assignments for senior management dealing with Paid Family Leave. Based upon the assessment made, identifies actual or potential problem areas, trends, and/or areas of significant concerns. Recommends the establishment of new and/ or revised policies, procedures and other documentation as the need arises to more effectively meet the goals and objectives. Ensures Paid Family Leave tax and benefit rules and regulations are transmitted to Council in a timely manner. Makes recommendations to get the program and operation in compliance. Reviews the establishment of the new and/or revised policies, procedures and other documentation, as the need arises, to more effectively meet the goals and objectives. Reviews legislation and ensure that program(s) follow the federal regulations. Conducts detailed analyses, prepares frequently complex reports and develops specific recommendations regarding special projects arising from Federal regulations and state laws. Specifically, coordinates the transmittal of the quarterly paid family leave reports to ensure they are on time to Council. Identifies legal requirements and government reporting regulations affecting workforce development functions. Provides a broad range of legislative service, including formulating the Department's position on pending legislation; manages special legislative projects; and participates, as appropriate in hearing before Committees of the Council of the District of Columbia pertaining to proposed laws and legislation impacting programs and services of the Department. Assist the Director in the preparation of all hearings as it relates to tough questions, testimony, and cheat sheets. Tracks and updates legislation pertaining to issues of significance to the Department. Researches best legislative practices from other states to implement in the District of Columbia. QUALIFICATIONS AND EDUCATIONExperience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Bachelor's Degree from an accredited four-year university in business administration, economics, finance, policy, project management, political science, government, etc. required. Master's degree in Public Policy, Public Administration, preferred. This position requires a pre-employment background check.
