Director of Program Monitoring and Evaluation Department: Administration Location: Washington, DC Position Title: Director of Program Monitoring and Evaluation (PME) Reports to: Executive Director Division: Executive Team This position description incorporates the core responsibilities of the job. Depending on operational needs, other related duties not specifically mentioned might be assigned, and not all responsibilities listed carried out. This position will entail flexible hours and a non-traditional work schedule. General Purpose The Director of Program Monitoring and Evaluation is a member of the senior management team and provides technical assistance in: general program monitoring and evaluation; CSC and partner staff use of a Web-based management information system; developing indicators for monitoring CSC performance; developing and maintaining the CSC Performance Management Plan and project-level monitoring and evaluation plans; supporting project design; producing annual reports on CSC performance; and supporting CSC to learn from and make decisions based on monitoring and evaluation data. Under the supervision of the Executive Director the Director of Program Monitoring Evaluation is responsible for guaranteeing compliance with a results-based accountability vision and framework in the planning and implementation of all CSC programmatic activities, ensuring timely and appropriate compliance with contract requirements on a day-to-day basis, and supporting external evaluators and program evaluations as they arise. From time to time, the Director works to support the Executive Director on special research, fundraising, or capacity building projects as assigned. Principle Accountabilities Advise the Executive Director and Senior Management team in designing and planning for evaluations, special studies; and assessments. Coordinate the creation and review of the Program, Design and Learning budget to provide adequate financial resources for evaluations, special studies; and assessments. Provide input into the design, implementation and dissemination of evaluations, special studies and assessments. Provides all results/outcomes formulation, monitors necessary data collection, and maintains data collection systems appropriate and updated as to current programs and activities for all relevant grants and contracts. Ensures timely and appropriate monitoring and data compilation and reporting for all programs, guaranteeing consistent contract compliance across the range of CSC activity. Serves as RBA liaison with partners, community, and stakeholders, providing technical assistance or capacity building training as may be required to implement contracts. As assigned, serves as staff liaison for appropriate RBA work with the Board of Directors and its Committees. Conduct monthly case file auditing using case management data software "Efforts to Outcomes" and Microsoft Excel. Represent CSC at ETO Site Administrator meetings, CFSA contract/outcomes meetings, and any other outcomes-related events Qualifications and Experience Education: Master's degree in a development field, social science, economics, or relevant discipline. Prior Work Experience: Minimum of five years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization. Education: Master's degree in a development field, social science, economics, or relevant discipline.
