Job SummaryThe Assistant Vice President has wide ranging responsibilities across departmental boundaries and appraises, forecasts and determines a desired set of future conditions required to achieve the goals and objectives of the perioperative product line.? Assists the Vice President of Patient Care Services and Chief Nursing Officer with the oversight of all fiscal and operational performance of the following listed departments.? Has overall administrative responsibility and accountability for the management and direction of the operational, personnel, financial and marketing activities, directly or through delegation to department heads, of Surgical Services - OR, PACU, ASC, Endoscopy, Pain Management, Surgical Scheduling, Business Operations and Sterile Processing.? These functions are coordinated with Hospital Administration, Department Heads, Medical Staff and others and are performed in accordance with all applicable laws, regulations, policies, procedures and standards.?Minimum QualificationsEducation/Training:Bachelor?s degree in Nursing (BSN) from an accredited school of nursing required. Master?s degree in Business Administration, Health Service Administration or related field.?Experience:8 years of experience in a supervisory role with at least 3 years in the perioperative setting.License/Cert/Reg:Current licensure as a RN in the state of Maryland.Knowledge, Skills & Abilities:?Excellent problem-solving skills and ability to exercise independent judgment. Business acumen and leadership skills.? Strong verbal and written communication skills with ability to effectively interact with all levels of management, internal departments and external agencies.? Working knowledge of various computer software applications. Demonstrates advanced knowledge of clinical and nursing pertaining to the specialties of the service line.? Knowledge of contemporary clinical practice and research, technological advances/innovation and the standard of practice/care.??Primary Duties and ResponsibilitiesDevelops department goals, objectives, policies, and procedures. ?Ensures compliance with business unit policies and procedures and governmental and accreditation regulations.Develops and recommends department operating budget and manages resources according to approved budget.Selects, trains, orients, and assigns department staff. ?Develops standards of performance, evaluates performance, and conducts performance management planning. ?Initiates or makes recommendations for personnel actions. ?Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.Administers and maintains all department services in accordance with standards and criteria established by The Joint commission, state, local and federal agencies to ensure compliance with those external requirements.? Works collaboratively with other areas of the Hospital to ensure the Perioperative Division?s conformance with applicable regulations, requirements and institutional initiatives.Monitors front end operations with particular attention to revenue cycle activities including but not limited to charge capture, coding, registration, data control, denial reports, etc.In consultation with the Department Chairs of Surgery, directs standardization of materials and operations, including development and implementation of policies and procedures across perioperative services.Directs fiscal planning and oversight of the perioperative departments under the direction of the Vice President of Patient Care Services and Chief Nursing Officer.? Reviews and approves revenue, staffing, operating and capital budgets and ensures that fiscal targets are realized.? Analyzes and reports on budget variances, assists departments in the development of corrective action plans to ensure unfavorable variances are improved.? Monitors and oversees activities to ensure perioperative departments? execution and compliance with stated action plans.Coordinates strategic planning and new program development in specific areas of responsibility in consultation with the Chairman of Surgery, Chairman of Anesthesia and Perioperative Nursing Leadership.? Participates in hospital-wide and system-wide strategic planning.? Coordinates development and implementation of business and marketing plans for areas of responsibility.? Ensures that plan is endorsed by MedStar management, lead physician and Hospital President.Participates with service line and managed care departments in the development of product line or procedure-based proposals for marketing to payors.Oversees development and implementation, independently or in collaboration with the Marketing Division, of marketing efforts to promote the use of Surgical Services.? Performs personnel management functions, directly or through delegation to department heads, for the designated areas to include, but not limited to: interviewing, hiring, scheduling, coaching, counseling, evaluating and terminating associates as delegated by or with the Vice President of Patient Care Services and Chief Nursing Officer?s approval.Represents the Hospital to others including the general public, patients, outside agencies and other sectors of the Hospital.Facilitates the integration of services throughout the organization and MedStar System?s continuum of care.? Develops and strengthens communications and teamwork within the service line identified with specific goals and objectives. Exemplifies Patient Experience service standards, SPIRIT Values, service line philosophy, mission and values and actively participates in Patient Quality and Safety standards and tasks.Participates in multidisciplinary quality and service improvement teams.? Participates in meetings and on committees for community outreach efforts.Performs other duties as assigned.Develops and contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards.
