TechGlobal, Inc is seeking Project Managers, Software Implementation! The Project Manager, Software Implementation (PM) is responsible for managing an experienced team in the continued successful implementation of the Accela commercial-off-the-shelf (COTS) software for our government clients, mainly at the municipal, county, and State government levels. This position will report to the Accela Services Program Manager and will be based out of our Washington, DC office. The PM will be adept at understanding the client's organization, business processes, application environment, culture, and requirements. Project management methods will comply with TechGlobal's CMMI Level 2 based methodology and will utilize tools and techniques endorsed by the Project Management Institute (PMI). Project Management Professional (PMP) certification is desirable, but not required, for this position. In addition to a strong background in managing software implementation projects, keys to success include the ability to lead teams, ability to build and manage client relationships, the capacity to build functional and technical knowledge of Accela software, and the aptitude to become a trusted advisor in the government domain. Salary Commensurate with experience and qualifications Essential duties and responsibilities include: Interface and lead discussions with the client and with the project team. Analyze and track progress toward key objectives. Manage project scope, schedule, budget, quality, and risk. Create a Work Breakdown Structure (WBS) and associated WBS dictionary and activity lists. Define and produce technical reports including user needs assessments, functional requirements documents, database designs, software user documentation, testing plans, reports, and other project documents. Support work effort estimates for application configuration. Report to TechGlobal and customer management on project status. Lead efforts with relevant subject matter experts to collect, map, analyze, and document business processes - particularly related to permitting, licensing, code enforcement, etc. Oversee gathering of requirement information to confirm the business process and configuration of Accela software. Demonstrate consistent, sound, independent decision-making and an aptitude for producing thorough, accurate, and clear documentation of business needs. Review proposed technological solutions and configuration to ensure that they deliver on customers' needs. Manage configuration of Accela software to meet client business requirements. Advise in the development of business use cases and creation of test scripts to be executed in user acceptance testing. Share repeatable processes and deliverables that can be leveraged across multiple projects to increase delivery speed and reduce costs. Contribute to an environment that fosters collaboration and teamwork through sharing experiences, information, perspectives, skills, and expertise. Adhere to CMMI Level 2 requirements and pass project audits. Apply PMI terminology and methods successfully. Assist with proposals and business development efforts. Some travel will be required. This position is focused on the implementation of projects, or project phases, having a distinct beginning and ending point, with clearly defined deliverables, as opposed to the day-to-day oversight of an IT operation Minimum Skills and Experience: Bachelor's degree or equivalent from an accredited four-year university or college. 5+ years of project management experience Demonstrated knowledge of local government permitting, land management, business and professional licensing, code enforcement highly desirable. Prior experience in managing the implementation of commercial off the shelf (COTS) software packages. Prior experience with Accela software is desirable, but not strictly required. Demonstrable skills with Microsoft Project, Excel, Word, and Powerpoint. Experience with a consulting firm, leading systems integrator, the professional services practice of a leading software firm, or equivalent. Prior experience leading teams to implement enterprise-level software. Knowledge of PMI project management and software development methodology. Excellent and demonstrable writing skills. Excellent and demonstrable verbal communications skills. People oriented. Valid driver's license and willingness to travel
