Summary

This position is located in the Fleet Management and Operations Division, Office of General Services Management, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/GSM/FO), the U.S. Department of State. Serves as a Motor Vehicle Dispatcher in FMO in dispatching operators and equipment in support of the domestic ground transportation needs of the Department for the dispatch and delivery of personnel, cargo, and parcels.

Responsibilities

  • Enters trip dispatch and billing information in automated system, and collects and reports vehicle utilization data, driver operating and overtime hours, trip information and fuel use for preparation of internal and external reports.
  • Coordinating special projects, trips and events. Further assists with investigation of vehicular accidents, leading motorcades. Maintains motor pool historical records.
  • Dispatches vehicles in support of individual, groups and VIP transportation requirements, and dispatches UDI vehicles as scheduled, requested and required.
  • Documents trip information for management in reporting cost tracking, vehicle inspection and maintenance and client billing through the entry of data into Branch computer system.
  • Participates in direction of Motor Vehicle Operators' transportation functions and services within and outside the greater Washington, DC metropolitan area.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-07 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience scheduling passenger pick up and drop off points and directing drivers to their assigned passengers;
  • Experience using two-way communication devices;
  • Experience navigating major thoroughfares, neighborhoods and landmarks in the Washington, DC metropolitan area; and
  • Experience working with fleet management software and record keeping skills

How You Will Be Evaluated

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

- Knowledge required applying analytical and evaluative methods and techniques to the identification, consideration and resolution of motor pool dispatching, vehicle readiness, vehicle and operator scheduling, vehicle data and reports and administrative support problems and issues of a largely procedural and factual nature in FMO.

- Skill and ability necessary to deal with readily observable conditions in the Departmental motor pool involving the dispatch of operators and equipment, delivery of personnel, cargo and parcels and onsite liaison with contractor representatives and vehicular transportation stakeholders.

- Knowledge of standardized administrative practices and procedures needed to conduct studies of motor pool policies, programs and operations, and identify, analyze and recommend solutions to problems with the motor pool's organizational structure, staffing, administrative procedures, work processes and workload distribution.

- Ability to utilize Class A Commercial Driver's License to effectively direct the Operators and perform occasional driving duties regularly performed by wage grade Motor Vehicle Operators.

Qualified candidates are assigned a score between 70 and 100.
