Summary

This position is located in the Office of Budget, Finance, and Award Management, Division of Financial Management, Accounting Operations Branch. The Division is responsible for the development, coordination and direction of financial management policies, programs and operations and for the design and operation of an efficient and effective automated accounting system.

Responsibilities

Coordinates the reconciliation and maintenance of accounting controls; Reconciles bank statements; Determines whether accounting transactions are consistent with standard General Ledger definitions. Determines the appropriate accounting treatment of financial transactions; Prepares a variety of complex financial reports.

Examples of these are:
  • The report to the Office of Management and Budget on Budget Execution;
  • Submission of various reports to the Treasury Department;
  • A number of reports relating to NSF's Trust Fund
  • Coordinates with the Budget Office the preparation of both internal and external budget and financial reports
  • Maintains liaison with other federal agencies
  • Analyzes and assesses current and historical financial data
  • Designs improved query methodologies

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-12, you need to have one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples include: independently conducting tasks analyzing program operations for impact upon the accounting/financial management system; analyzing program trends/anomalies in accounting system transactions; analyzing specific problem areas arising within the accounting system or program operations; and evaluating the current status of accounting or reporting systems.

To qualify at the GS-13, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal Service. Examples include: independently conducting tasks analyzing program operations for impact upon the accounting/financial management system; analyzing and reviewing program trends/anomalies in accounting system transactions; analyzing specific problem areas arising within the accounting system or program operations and devising solutions; and evaluating the current status of accounting or reporting systems and proposing improvements.

In addition to meeting the requirements described above, you must meet one of the following basic education requirements for accountant positions to qualify at either the GS-12 or the GS-13 levels: 1. A degree from an accredited college or university in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This may include up to 6 semester hours of credit in business law; OR 2. A combination of education and experience that includes 4 years of experience in accounting or a combination of accounting experience, college level education, and training and included one of the following: 1) 24 semester hours in appropriate accounting or auditing courses (can include semester 6 hours of business law); 2) certificate as a Certified Public Accountant or a Certified Internal Auditor, from a written exam; 3) degree that included substantial accounting or auditing courses, (i.e.,15 or more semester hours), but less than 24 semester hours and have worked successfully at the full-working level in accounting, auditing, or a related field and a panel of at least 2 higher level professional accountants or auditors have determined that you demonstrated a good knowledge of accounting and related fields. SELECTIVE FACTORS

In addition to the specialized experience and education above, the following is also required to be basically qualified:
  • Must have federal financial statement and notes experience including preparation of the Budget and Accrual Reconciliation (BAR) footnote and accounting for federal property, plant, and equipment (PP&E).
  • Must have experience using Oracle Federal Financials R12 General Ledger and Oracle Business Intelligence.
