Responsibilities

If selected for the position, you will perform the following duties:
  • Develop annual and multi-year plans, goals, and objectives for the Branch, and readjusts these goals and objectives to meet on-going changes in technology or other changes resulting from new legislation, laws, or new programs or initiatives.
  • Develop Branch and organizational guidelines, policies, and standard operation procedures, and makes major recommendations concerning NIAID business software solutions and IT policy, with emphasis on core business processes, and to optimize resources and ensure quality products and services.
  • Direct the planning, execution, monitoring and evaluation of contract-supported activities within the Branch.
  • Oversee and direct the planning and implementation of Institute-wide, large, complex business software solutions and information technology projects, feasibility studies, and other analyses for software, systems, and applications.
  • Exercise a wide range of supervisory authority, to include planning, assigning, and directing the work to be accomplished.
  • Collaborate with NIAID Divisions and Offices to identify cyber and IT software engineering and applications requirements and to ensure there are the necessary customer capabilities to support on-going research and administrative activities.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • AND To qualify at the GS-15 level: Have 1 year of specialized experience performing IT related tasks equivalent to at least the GS-14 level in the Federal Government doing the following tasks: leading the development of long-term strategic plans related to software engineering projects and initiatives; overseeing and coordinating the development, review, and implementation of software engineering projects and initiatives for IT networks, systems, and infrastructure; analyzing and evaluating current and future resources (human, physical, financial, or informational) to determine the effectiveness of IT-related program goals and objectives; planning, developing, and implementing policies, programs and procedures to support an organization's IT infrastructure and business needs; preparing and presenting briefings to officials to acquire approval and secure funding for mission critical business engineering applications, IT and security projects.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
