This position is located in the U.S. Department of Education, Office of the Secretary, Executive Office. This position performs analysis and advisory assignments related to the effectiveness of human resources programs and the efficiency of the management of operations.

Responsibilities
As a Management and Program Analyst, GS-0343-11, you will:
Administer, advise on, and deliver human resources products and services that improve the efficiency and effectiveness of operations. Coordinate personnel actions with senior managers, generates various requests for personnel actions and serves as a liaison with the Office of Human Resources (OHR) to resolve disputed, conflicting, and/or controversial human resources issues and problems. Provide comprehensive management advisory and analytical and evaluative services on work functions, processes and policies involving the recruitment, examination, selection, placement and compensation of civilian and excepted service employees. Perform recruitment functions through advising management on available recruitment strategies including merit promotion, delegated examining unit, non-competitive flexibilities and other direct hire appointment authorities. Ensure compliance of HR principles, laws, regulations, practices, and procedures, reconcile discrepancies or inconsistencies, research trends and patterns, and recommend to management appropriate HR interventions to resolve complex HR problems and issues.

Qualifications
Specialized Experience for the GS-11:
One year of experience equivalent to the GS-9 performing all three (3) of the following duties or work assignments:
Experience providing analysis of interrelated issues of effectiveness, efficiency, and productivity of substantial mission-oriented human resources programs. Experience researching and interpreting appropriate federal personnel laws, agency regulations and policies to provide guidance to management. Experience utilizing automated HR systems to process personnel actions.
OR
PhD or equivalent Doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree
OR
Combination of education and experience adding up to 100% of the requirements
Knowledge, Skills, and Abilities (KSAs):
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of, and skill in applying a variety of civilian personnel laws, executive orders, regulations, policies, concepts, policies, practices, and procedures as well as analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated human resources problems and issues. Knowledge of analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Ability to analyze facts, interpret and apply human resources guidelines, laws and requirements to draw conclusions, and devise recommendations and action plans to resolve complex and/or intricate, controversial, or unprecedented issues and problems.
