Serves as Business Manager in the Office of the Chief Financial Officer (OCFO) Core Resources and Institutional Office (CRIO) serving a matrixed Directorate.

Responsibilities

  • Manages all aspects of budget planning, formulation, analysis, execution, and reporting. Serves as the Center Planning, Programming, Budgeting, and Execution (PPBE) lead for the matrixed organization.
  • Analyzes organization budget submissions for adherence to funds controls, reviews, evaluates workforce plans to determine workforce requirements; reviews schedule of hardware deliveries to see if they meet requirements for the organization/program.
  • Coordinates and analyzes resource estimates, customer inputs, business development data, prepares monthly reports and status of appropriated funding
  • Provides leadership for establishment of short and long range organizational/program goals, develops detailed plans for implementing them, and oversees implementation of the goals.
  • Determines if adjustments or changes in objectives or emphasis are needed in organization functions; recommends and/or puts into action organizational or process changes.
  • Provides expert advice and recommendations in matters related to workforce planning and full cost management.
  • Maintains information on the status of operations and maintenance funds to identify actual or potential problem areas, trends, areas of imbalance, or similar factors that could impact the effective management control of these funds.

Qualifications

To qualify at the GS-13 level:

Applicant must have one year of specialized experience equivalent to the GS-12 level, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above. Specialized experience includes budget formulation, providing fiscal advice, contract resources management and program analysis.

To qualify at the GS-14 level:

Applicant must have one year of specialized experience equivalent to the GS-13 level, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above. Specialized experience includes budget formulation, providing fiscal advice, contract resources management, program analysis and leading teams for projects or organizations; or experience in Program Planning and Control (PP&C) Discipline to include 1 or more of the following Integrated Performance Measurement and Management, Earned Value Management, Resources, and Cost Estimating/Assessments, and leading teams for projects or organizations.
