Summary

This position is located in the Architect of the Capitol (AOC); Director, Planning and Project Management (PPM); Energy, Water and Sustainability Branch, Energy Section. The selectee will serve as an Electronics Technician (Network Manager) for the Building Automation System network (BASnet) that includes the majority of buildings and grounds under the jurisdiction of the Architect of the Capitol.

Responsibilities

The Electronics Technician (Network Manager) performs duties in support of the organization to further goals and objectives, develops and tracks specific program areas and action items in support of AOC's Strategic Vision and Federal requirements, with a specific focus on managing the network architecture of the BASnet.

Serves as the Subject Matter Expert (SME) on the Building Automation System Network architecture, operations and maintenance system hardware/software/firmware, configuration and communication protocols and AOC information security policies.

Serves as the Contracting Officer's Technical Representative (COTR) on related contracts. Provides technical guidance for various projects that vary in scope, size and complexity, reviews specifications, design drawings, submittals and procurement packages. Supports jurisdictional energy and sustainability efforts, participates in required training and maintaining certifications, actively engages with internal teams and outside agencies. Duties quoted at GS-12 level.

Major Duties Include:

Building Automation System Network Management
  • Responsible for the oversight of the BASnet hardware, software and firmware, configuration and related system components. Monitors and tracks system performance, performs system maintenance; tests, configures and installs new system components, and plans and coordinates network upgrades and expansions. Works with the BASnet Information System Security Officer (ISSO) to update and implement Cyber Security Standards/Policies on existing/new BASnet equipment/software.
  • Oversees the daily operations of the BASnet, installs, configures, updates and tests network equipment, defines practices and procedures, performs and reviews system tests and assessments and performs field surveys of existing equipment and future installation locations. Maintains a sufficient equipment inventory, researches new equipment and practices, determines current and future system requirements and provides life-cycle-cost effective recommendations to support those requirements.

Technical Guidance and Client Support
  • The supervisor of the Energy Management and Control Systems Group has oversight of all aspects of the BASnet, the Electronics Technician (Network Manager) serves as the SME on the physical BASnet and its components. Develops system requirements and priorities, designs network architecture; analyzes security risks, provides technical guidance on a wide range of work that varies in scope and complexity. Provides technical guidance to design and facility staff on operations, maintenance, projects and resource planning. Interfaces with equipment manufacturers, vendors, security specialists and consultants to determine availability and appropriateness of system design and configuration.
  • Provides client support for services provided by the BASnet. Responds to questions or concerns, investigates and troubleshoots complex problems, provides detailed guidance, recommends corrective action, performs field investigations or surveys and documents findings in reports. Involves integration or configuration issues, different operating systems or network applications.

Project Management Support
  • SME on the procurement, design, construction, installation, testing and commissioning of the BASnet. Provides design input, technical guidance, collaborates with key stakeholders to resolve unique and/or complex technical issues and provides timely status updates to project managers, team leads and supervisor. Provides technical support to Energy Savings Performance Contract (ESPC) Project Manager(s) during the acquisition, planning, design and construction phases and helps ensure a smooth transition to the performance period.

Contract Management
  • Serves as the COTR for all contracts related to the management of the BASnet. Prepares and reviews procurement packages (statement of work, independent government estimate, market research, etc.) for the implementation of modification or expansion of the network as well as studies, surveys and assessments. Regularly communicates with the Contracting Officer and supervisor regarding progress and compliance with contract requirements, provides appropriate contractor oversight in accordance with AOC policy, COTR requirements and appropriations law.

Documentation and Reporting
  • Obtains, organizes and stores technical information that is secure, but easily accessible and searchable by appropriate personnel. Responsible for documenting discussions and meeting minutes pertaining to COTR duties or related projects and assisting co-workers, supervisor or other stakeholders with reports, presentations or other documentation. Other documentation and reporting efforts can include changes to the network infrastructure or configuration, disaster recovery plans, security scans and user protocols, real property inventory and performance test results.

Applicants must have successfully completed a fiber optic installation and maintenance course to qualify at the GS-12 level.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

Specialized experience is defined as having experience in the following: (1) Installing, maintaining, troubleshooting, operating, and overseeing a Building Automation System Network (BASnet); (2) Providing client support for services provided by the BASnet responding to questions or concerns; (3) Reporting on network infrastructure or configuration, disaster recovery plans, security scans and user protocols, real property inventory and performance test results; (4) Applying knowledge of construction, commissioning, operation and maintenance of various building systems such as HVAC, lighting and lighting control systems, and how they interface with each other and the BASnet; (5) Serving as Contracting Officer's Technical Representative (COTR) or equivalent; and (6) Applying knowledge acquired through training on the operation and application of both fiber optic tools and Ethernet cable tools and their respective testing equipment.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-10 grade level in the Federal service.

  • Working knowledge regarding the construction, commissioning, operation and maintenance of various building systems (HVAC, lighting and lighting control systems, elevators, advanced metering and monitoring, pumping systems, etc.) and how they interface with each other and the BASnet.
  • Ability to communicate effectively orally and in writing.
