Summary

Position serves as an Accountant in the Financial Management Division(FMD) of the Chief Financial Officer (OCFO) analyzing and reconciling accounts for internal agency programs; evaluating accounting systems for internal agency programs; and performing operational accounting for financial staff services.

Responsibilities

  • At the full performance level, the incumbent will serve as an Accountant for the Financial Management Division of the Chief Financial Officer (OCFO).
  • Responsible for the timeliness and accuracy of reconciliations and financial reports to support agency-wide accounting policies.
  • Provides considerable judgment and ingenuity for implementing business-driven quality and process improvement approaches for financial operations.
  • Conducts financial and accounting analysis in order to make decisions, or provide information to decision makers, to better utilize resources and improve mission effectiveness.
  • Serves as the technical authority for new and advanced accounting systems. Responsible for the continuing study, revision, utilization, improvement, or adjustment of the agency's accounting system.
  • Formulates and develops policies, procedures, guidelines, incorporates statutes, regulations and accepted accounting principles and standards to support and guide agency's operations.
  • Provides professional advice on the interpretation of account regulations and impact of new legislation or program initiatives.
  • Plans, directs, and coordinates the implementation and execution of approved policies, programs and, services related to accounting systems. Responsible for identifying and documenting internal controls in various accounting work streams.

Qualifications

In addition to the basic education requirements, applicant must also have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience to qualify at the GS-13 grade level includes the following skill sets:

Skill Set #1: Performing analysis on financial accounting data to support recommendations based on findings;

Skill Set #2: Executing and reporting financial transactions and reconciliations; and

Skill Set #3: Reviewing accounting policies and regulations, and providing recommendations.

Specialized experience to qualify at the GS-14 grade level includes the following skill sets:

Skill Set #1: Serving as a technical authority on the interpretation of account regulations and impact of new legislation;

Skill Set #2: Implementing accounting policies, regulations and financial management initiatives; and

Skill Set #3: Analyzing, evaluating, and providing recommendations on complex financial management initiatives.

Education

Education Requirement:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a certified Internal Auditor, obtained through written
examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Position may be filled at the GS-13 or GS-14 grade level; full potential GS-14.
