Summary

The incumbent will serve as a Human Resources Specialist in the Washington Area Operations Center's (WAOC) Commissions and Boards Services (CABS) Branch. This position is located in Washington DC.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Responsibilities

Provides technical and administrative support to the Branch Chief. Drafts correspondence, recommendations, reports and memoranda related to management and administrative programs. Provides advice and guidance to managers and employees on questions and situations related to HR operational services provided by the organization. Schedules, prepares, and attends meetings and office visits with the Branch Chief.

Advises managers on recruitment strategies and options available to competitive and excepted service organizations. Drafts and posts vacancy announcements, evaluates and rates applicants against specified qualification requirements and prepares referrals for selecting officials.

Responsible for conducting new employee orientation, coordinating with other HR specialists to ensure effective entry on duty (EOD) of new hires to client agencies. Represents GSA at meetings concerned with the development of Government-wide HR programs and policies; keeps senior management and other affected activities informed on the substance and outcome of such meetings.

Performs substantive processing of all types of personnel actions including those of an unusually complicated nature following all regulatory and procedural aspects of the proposed personnel actions. Reviews actions for accuracy and adequacy of supporting documents. Completes missing items and resolves discrepancies. Cites the proper regulations for the action, that action is appropriate for the intended purpose, and conforms to applicable rules, regulations, and other established directives.Develops an expert level competency utilizing HRIT system - HR Links to process personnel actions.

Responsible for processing security actions and PIV cards for new hires and existing Federal employees at client agencies. Coordinates with agency POCs to obtain all required security documentation for new hires to help establish EOD as well as PIV re-issuance and re-certification requests. Develops an expert level competency utilizing USAccess to process security actions.

Advises on pay and leave matters. Provides technical guidance on various pay matters relating to Title 5/Non-Title 5, U.S.C., C.F.R. and Fair Labor Standards Act (FLSA). Responsible for pay administration research involving regular and special rates, locality pay, pay adjustment for supervisors and pay retention on reduction-in-force. Pay systems include GS, SES, AD, and Wage Schedule.

The GS-11 salary range starts at $69,581 per year.

To qualify for the GS-11 you must possess one year of specialized experience equivalent to the GS-9 in Federal service. Specialized experience is experience performing a variety of human resources management and advisory services in at least two or more functional areas: staffing and recruitment, automated personnel processing, compensation, classification, executive resources, workforce planning , personnel security, and/or benefits. This experience must include researching, interpreting and applying federal human resources laws and regulations. -OR- Possess a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position

The GS-12 salary starts at $83,398 per year.

To qualify for the GS-12 you must possess one year of specialized experience equivalent to the GS-11 in Federal service. The specialized experience is defined as experience performing a variety of human resources management and advisory services in at least two or more functional areas: staffing and recruitment, automated personnel processing, compensation, classification, executive resources, workforce planning , personnel security, and/or benefits. This experience must include researching, interpreting, evaluating and applying applicable federal human resources laws and regulations; analysis of complex personnel/human resources issues; and making recommendations to management.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

The KSA's for the GS-11 and GS-12 are the same. The GS-11 is at a developmental level and the GS-12 is the full performance level.

Knowledge of one or more human resources specializations including the following: staffing, position classification, compensation, personnel processing, executive resources, workforce planning and labor/employee relations, required to perform the full range of assigned functions.

Knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and comprehensive technical guidance to managers and associates on all issues related to the assigned program.

Skill in applying complex fact-finding, analytical and problem solving methods and techniques.

Ability to establish and maintain effective relationships with and gain the confidence and cooperation of employees, supervisors, and managers at all levels on difficult issues.

Skill in written and oral communication sufficient to prepare and present findings, recommend and/or initiate specific action(s) and/or resolve problems of an especially difficult, complex or controversial nature.

Skilled in processing security actions and PIV cards.

Knowledge of pay and leave regulations under Title 5/Non-Title 5, USC CFR and Fair Labor Standards ACT (FLSA).
