Summary

About the Position: Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

Individuals in this four-year Emergency-Essential (deployable) status can expect repeated deployments to combat locations overseas in support of contingency operations as mission requirement are determined.

Responsibilities

  • Performs contract administration functions including monitoring canceled funds, reconciliation, contract closeouts, maintaining database integrity, eligibility, and verifying contractor progress for approval.
  • Contacts the responsible buying activity to resolve discrepancies such as missing or inconsistent provisions.
  • Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
  • Evaluates contractor compliance with applicable contract clauses, e.g., small business, patent rights, labor laws, and progress reports.
  • Reviews requests and meets with the contractor to assure understanding of the requirements.
  • Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract.

Qualifications

These positions are designated Emergency-Essential (E-E). In event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09. Specialized experience is defined as: experience reviewing contracts to determine that proper specifications or purchase descriptions are included in solicitation documents. Evaluate bids or proposals for compliance with specifications or purchase descriptions and applicable clauses. Performs closeout of assigned contracts. Broad knowledge of acquisition management, Government contracting laws and regulations.

Education can be substituted for experience.

Education

BASIC EDUCATION REQUIREMENT:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: You MUST submit a copy of your transcripts.

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information

  • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.
  • Schedule tour of duty will require evenings, weekends and holiday work hours, and overtime.

Upon completion of the deployment, the employee will be returned to the non-deployed position, at the non-deployed grade level. This announcement serves as competition for the GS-12 temporary promotion.
