Summary

The incumbent is responsible for the administration and support of SSA's business process in a special functional area covering a wide range of technology and applications (e.g., business analysis engineering, software development and integration, quality assurance (QA), etc). In addition, the incumbent is responsible for various computer projects designed to increase the effectiveness and efficiency of SSA by the integration of state-of-the-art computer technology with legacy technology.

Responsibilities

  • Provides advice on the design, development and implementation of software test engineering services and technology for SSA programmatic administrative and management information systems.
  • Performs agency-wide studies and evaluations to develop IT forecasts and make recommendations affecting broad areas of future operations.
  • Identifies problem areas, makes recommendations for change and coordinates with support components to effect implementation.
  • Makes presentations to higher management within the agency and higher monitoring authorities outside the agency of highly complex technical matters concerned with implementing computer state-of-the-art advancements.
  • Coordinates the efforts of ad hoc groups working on special procedures development projects.
  • Provides the highest level of problem determination and coordination for major problems.
  • Employs sophisticated problem analysis and resolution techniques.
  • Analyzes and resolves problems and determines most effective methods of recovery.

To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for the GS-13, the applicant must have at 52 weeks of specialized experience at the GS-12, or equivalent, which is in or related to the work of the position to be filled which has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include work that involves applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations, as well as, work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

In addition, applicants must also meet the Selective Placement Factor: Knowledge of emerging industry technologies and standards, which can be applied in an enterprise setting. To demonstrate this skill, applicants must have (2) out of the following (3) experience indicators:
  • Experience with enterprise database technologies, enterprise architectures, enterprise services, and Big Data engineering/programming
  • Experience identifying new technologies to support a large-scale enterprise.
  • Experience transitioning from existing technologies to modern development tools and/or programming languages.
