Responsibilities

As an IT Specialist (Network), you will perform the following duties:
  • Administer all aspects of the automated security program in accordance with DoD, Army and local security policies by performing duties associated with operating level programs involving information and network management.
  • Analyze hardware and software requirements of new network workstations and formulation of any changes required to ensure compatibility with existing network systems and processes.
  • Perform new installations, troubleshoot, diagnose and resolve processing problems and error conditions experienced by the network users.
  • Utilize working knowledge of network operating system for remote access and ability to monitor the network.
  • Manage the overall network operation, serve as management integrator for network projects.
  • Provide pro-active network monitoring to identify potential network problems and conditions.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This is a contingent (TERM) appointment, NTE 2 Years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

This is a TERM position for 2 Years and may be extended to maximum of 5 years. MRMC Command is authorized to extend a contingent appointment one additional year.

BASIC REQUIREMENT:

To qualify for this position you must meet the basic requirements described below. You MUST submit copies of your transcripts supporting your education. Failure to submit required transcripts by the close of the announcement may result in an ineligible rating.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) experience installing computer equipment, network operating systems, hardware and software; (2) experience maintaining workstation operating systems and common user applications; and (3) experience analyzing and testing network performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management (or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks). All academic degrees and coursework must be from accredited or pre-accredited institutions.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • WRAIR is participating in an alternative personnel system knows as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 step 01 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within the pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position.
