This position is located in the Bureau of Primary Health Care (BPHC), Office of Strategic Business Operations (OSBO), Organizational Development Division (ODD). The duty location for this position is Rockville, Maryland.

Responsibilities

As a Training Specialist, you will provide expertise in planning, development, presentation, and evaluation of adult training and education programs. Support the assessing of skills and competency gaps and provide advice on a variety of program development to support the training, educational, and professional staff development needs of the programs.
Specifically, you will:
  • Develop total course content to meet defined course objectives for courses in a broad specialty area, a subject-matter field, or a cluster of courses.
  • Evaluate the effectiveness of the application of education/training principles to a wide range of training problems and deficiencies, and evaluate course assessment design procedures.
  • Investigate new concepts and innovations applicable to external evaluation efforts and to specific training and initiates proposals for pure and hybrid application to such training.
  • Evaluate course planning and conducts validity and reliability studies to analyze things such as test items prepared by instructors; and review and evaluate multiple courses and/or programs of instruction.
  • Participate in planning and developing or evaluating and revising the curriculum for a training program or an academic department.
  • Lead meetings with personnel from other organizations and programs to develop or evaluate programs or specific highly technical trainings based on needs and available resources.

In order to qualify for this GS-11 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: assisting senior training specialist develop competency-based adult training programs, courses, and materials; providing recommendations to improve new courses and/or curricula, and online training modules; and conducting surveys, focus groups, or interviews to assess the effectiveness of training delivered.

OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher level graduate education must be in a major field of study with course work directly related to the work of this training specialist position.

OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this training specialist position.

In order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: developing and delivering competency-based adult training programs, courses, and materials for technical training, professional development, and organizational development training needs; assessing and selecting instructional methods for conducting effective adult training courses and programs; including, instructor-led training, web-based training, on-the-job-training, virtual training, online self-paced training, and blended training; and conducting evaluation of training programs and courses to provide strategies on improving organizational training policies, procedures, standards, curricula, and instructional methods and techniques.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 07/24/2019.
