Summary

About the Position: This is a permanent supervisory position with Headquarters, U.S. Army Corps of Engineers (HQUSACE), Small Business Office located in Washington, DC.

This office purpose is designed to assist small businesses, small disadvantaged businesses, women owned small businesses; historically under-utilized business zone small businesses; service-disabled veteran-owned small businesses; programs for historically Black colleges and universities; and, minority institutions.

Responsibilities

  • Serves as Associate Director for the Office of Small Business Program (OSBP) responsible for developing policy, establishing procedures and publishing direction and guidance for the Small Business Program(SBP).
  • Serves as the principal advisor to the Commanding General, the Deputy Commanding General, USACE staff offices; and, all USACE elements reporting directly to HQ USACE on the agency implementation of Federal programs.
  • Coordinates and administers program activities and provides leadership and guidance for small business program professionals at all USACE installations, contracting activities, organizations, laboratories, and centers.
  • Serves as liaison with higher authority, Congress, other Government agencies, and the private sector.
  • Develops and recommends policies, procedures and other guidelines in concert with the Directorate of Contracting, in support of USACE small business programs.
  • Interprets Department of the Army policies and guidance.
  • Develops controls, coordinates and publishes small business program objectives.
  • Serves as the focal point for industry: responds to inquiries, counsels and advises business people; prepares and submits bids and proposals; coordinates with and assists business and industrial organizations.
  • Provides technical advice, assistance and information on problems or situations involving new and unique elements.
  • Establishes procedures and direction for all field procurement organizations of USACE.
  • Develops goals and objectives to ensure maximum participation of small businesses in U.S. Army Corps of Engineers (USACE) acquisition and research and development programs.

25% or less - Temporary Duty (TDY) or business travel is required up to 25% of the time Business Travel is required up to 25% of the time to attend meetings and conferences related to small business programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • This position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Army Critical Acquisition Position. Selectee must be an Acquisition Corps (AC) member prior to appointment to a CAP unless a waiver is granted.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements Senior Level III in Acquisition Position Category Program Management within 24 months of entrance on duty.
  • Selectee(s) must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: overseeing and directing a small business program which includes administration and review of small business contracts; developing and revising annual and multi-year long and short range plans, goals and objectives; conducting market research related to small business acquisition; and, interpreting, implementing, formulating and disseminating regulations and policies governing small business programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
