This position is located in the Pricing Policy Division of the Wireline Competition Bureau.

Relocation expenses will not be paid.

Responsibilities

  • Conducts in-depth legal research, analyzes findings, and applies pertinent statutes, judicial decisions, administrative regulations and decisions, and agreements, as well as original legal reasoning, to the solution of very complex pricing issues.
  • Assesses the legal and policy implications on highly complex and controversial issues (i.e., which often are subject to strict statutory time constraints and challenges in court) and, determines Commission objectives, and confers with, and provides assistance to the Division Chief in devising strategies to best implement those objectives.
  • Formulates telecommunications policy statements, proposed Commission decisions, proposals for modification of regulations or enactment of new regulations, and position papers which involves comprehensive legal and factual analysis and draftsmanship including the skill to relate economic, accounting and technical considerations to legal issues, to evaluate divergent points of view and proposals and to present views, findings and recommendations clearly and concisely.
  • Provides oral and written legal advice and guidance to senior officials on telecommunications pricing policy legal assistance issues and their possible effects on FCC programs. Provides advice and prepares thoroughly researched legal opinions and other written products on legal issues or factual questions, some of which lack clearly applicable precedents clearly, concisely and persuasively, with emphasis on skillfully explaining complex issues to attorneys and non-attorneys in complex factual scenarios.
  • Works closely with senior professionals from the Pricing Policy Division, other Bureaus and Commissioners' staff, other federal agencies who have a substantial interest in the outcome of Commission telecommunications pricing policy initiatives, objectives, legal issues, and implementation as well as sharing regulatory responsibilities.
  • Provides pricing policy guidance, counsel and support to senior WCB Officials and Bureaus on complex pricing issues.
  • Provides authoritative advice, oral and written, to ensure that all WCB pricing policies, procedures, regulations, and plans are consistent with the intent of the law.

Professional Law Experience: Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Specialized Experience: Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service.

For GS-15: Applicants must possess at least four years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-14 level in the Federal Service. For this position, specialized experience includes the following:

1) overseeing and/or leading others in analyzing complex issues affecting federal regulatory matters and questions of law and fact and rendering opinions on such issues; 2) directing and conducting in-depth, complex legal research on authorities and precedents on points of law; 3) reviewing and analyzing pleadings and other position papers on controversial and complex issues; 4) writing and directing others in writing detailed and complex documents including briefs, issue papers, reports, policy statements, and summaries with recommendations or conclusions; and/or 5) providing legal guidance to attorneys and other professionals.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

- Experience advising on legal and policy issues.

- Ability to provide leadership to other attorneys and professionals in meetings or discussions of telecommunications policy proceedings.
