Responsibilities

As a Senior IT Cybersecurity Specialist (INFOSEC) in the Office of Cybersecurity Program Management (CG-62), this position is responsible for for providing cybersecurity program solutions to a broad range of information technology security management issues.

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Developing security design requirements through sound design methodology, adequate security control application, and effective configuration practices.
  • Developing long range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
  • Coordinating the implementation of security programs across platforms and disciplines.
  • Reviewing proposed new systems, networks, and software designs for potential security risks.
  • Implementing higher level security requirements such as those resulting from laws, regulations, or Presidential directives.

Qualifications

To qualify at the grade GS-14 level, applicants must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include:
  • Knowledge of the DoD Risk Management Framework (RMF) and the application of RMF standards to Information Technologies and providing compliance oversight.
  • Knowledge and experience in conducting security and risk assessments following the DoD Risk Management Framework.
  • Knowledge and skill in the implementation of the DISA Security Technical Implementation Guides (STIGs) technologies.
  • Developing, issuing and enforcing IT Cybersecurity policy and guidance for Information Technologies.
  • Knowledge and skill in reporting FISMA compliance and IT security metrics to Department or the Office of Management and Budget (OMB).
  • Knowledge of project management methods and concepts for Information Systems to advise management of key information security issues.
  • Overseeing Plan of Actions and Milestones (POAMs) progress and recommended remediation.
  • Skill in written communication sufficient to develop and issue Agency policy.
  • Skill in oral communication sufficient to communicate complex technical requirements to non-technical personnel, and prepare and present briefings to senior management officials on complex/controversial IT security issues.
  • Experience in representing the Agency equities across multiple Federal agencies
  • Experience with the elevated privilege program.
  • Experience with overseeing and reporting FISMA compliance and IT security metrics to Department and/or OMB
  • Experience with FISMA; CNSSI 1253; NIST FIPS 199; NIST SP 800-18; 30, 37, 53, 60 and other NIST IT security guidelines; and DoD RMF

In addition to the required specialized experience, applicants must have IT-related experience demonstrating each of the four competencies listed below:

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
