Summary

This position is located in the Armed Forces Retirement Home (AFRH), Corporate Resource Office; and reports to the Chief Financial Officer (CFO). The AFRH is an independent agency in the Federal Executive Branch established under 24 U.S.C. Chapter 10. AFRH provides a continuing care retirement community (CCRC) for the Armed Forces retired and service connected disabled enlisted veterans.

Responsibilities

As a Budget Analyst, you will:

-Provide accurate and timely requested information by coordinating and gathering key information from multiple internal and external contacts; develops and provides key reports, charts, or graphs; and monitors deadlines to keep project on track.

-Perform ad hoc audits under the direction of the CFO or Financial Specialist to ensure administrative policies with a financial impact are followed appropriately.

-Develop and execute a variety of reports for financial reporting. Utilize Business Intelligence tool, contract management system, invoice payment processing system, electronic health records system, travel system, debt management system, credit card system, and a variety of tools to support detailed analyses.

-Assist CFO and Financial Specialist in preparing the Agency's annual U.S. Office of Management & Budget (OMB) budget submission including the writing of the Congressional Budget Justification.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience at the GS-09 grade level is defined as one year of experience at the GS-07 grade level, or equivalent, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as experience:

- Preparing annual financial and budgetary reports; AND
- Analyzing federal financial regulations and OMB circulars pertaining to budget formulation, justification, execution, and reporting.

OR
You may substitute education for specialized experience as follows:
Master's or equivalent graduate degree


OR
2 full years of progressively higher level graduate education leading to such a degree OR
LL.B. or J.D., if related OR
You may qualify using a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience.


In addition to the above requirements, you must meet the following time-in-grade requirement,

if applicable: For the GS-9, you must have been at the GS-7 level for 52 weeks

Time After Competitive Appointment: Candidates who are current Federal employees serving on a
non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary may be required.
