Department Marketing Statement

The Washington Metropolitan Area Transit Authority (Metro) is building a state-of-the-art cybersecurity program to better protect the critical transit infrastructure supporting our nation's capital. The Chief Cybersecurity Architect role reports to the Deputy CISO for Risk Management and serves the principle cybersecurity subject matter expert for Metro. The Security Architect is responsible for designing and developing the secure infrastructure upon which Metro will build the next generation transportation systems. The Security Architect shall navigate all applicable laws and regulations, as well as the NIST framework to ensure that information technology and operational technology is managed via a secure development lifecycle, and that all information created, acquired or maintained by Metro is used in accordance with its intended purpose. The successful candidate will demonstrate the ability to liaise between system/data owners, cybersecurity and IT staff to facilitate data-driven decision making while maintaining security, privacy and trust.

Minimum Qualifications

Education
  • A Bachelor's degree in Computer Science, Cybersecurity or a related field

Experience
  • Ten (10) years of experience as a cybersecurity engineer or architect, having led or played a major role in the development of an enterprise security architecture

Preferred
  • Education
  • A Master's degree in Cybersecurity, IT Management or a related field
  • Certification/Licensure: Preferred, one or more of:
    • CCNP : Cisco Certified Network Professional
    • GSEC / GCIH / GCIA : GIAC Security Certifications
    • CISSP : Certified Information Systems Security Professional Or similar certification

Summary

The Principal Cybersecurity Architect develops and maintains an enterprise security architecture plan, working closely with other leaders across cybersecurity, IT and operations to ensure considerable coordination of services and a holistic strategy is formulated and adjusted based on changing environments, requirements and threats. The incumbent innovates to ensure Washington Metropolitan Area Transit Authority (WMATA) has a leading architecture and collaborates with industry leaders to enhance security performance.

Essential Functions
  • Leads the comprehensive and innovative strategy around enterprise security architecture. Ensures that the stakeholder security requirements necessary to protect the organization's mission and business processes are adequately addressed in all aspects of enterprise architecture. This includes reference models, segment and solution architectures, and the resulting systems supporting those missions and business processes. Ensures that WMATA has a comprehensive security architecture which supports cybersecurity policy and integrates with IT architecture.
  • Develops system concepts and works on the capabilities phases of the systems development life cycle; translates technology and environmental conditions (e.g., law and regulation) into system and security designs and processes. Ensures all new systems are deployed in accordance with architecture standards.
  • Develops and maintains business, systems, and information processes to support enterprise mission needs; develops information technology (IT) rules and requirements that describe baseline and target architectures.
  • Develops and maintain a holistic security architecture for WMATA
  • Ensures enterprise security architecture appropriately identifies and provides solutions for security requirements established in the National Institute of Standards and Technology (NIST) Cybersecurity Framework, PCI and Health Insurance Portability and Accountability Act (HIPAA). Ensure security architecture is built and maintained in accordance with major, industry-leading frameworks.
  • Documents and addresses the organization's information security, cybersecurity architecture, and systems security engineering requirements throughout the acquisition life cycle. Reviews IT acquisitions for compliance with architecture and policy requirements and defines and documented how the implementation of new systems or new interfaces between systems, impacts the security posture of the current environment. Ensures new procurements correctly identify security requirements and meet security standards.
  • Performs security reviews, identifies gaps in security architecture, and develops a security risk management plan. Provides advice on project costs, design concepts, and design changes. Ensures that existing systems maintain proper security controls and compliance with architecture policy and that system upgrades on new developments account for security requirements and costs.
  • Leads the creation of a strategy or plan for a comprehensive suite of fully integrated and dynamic security tools as well as monitoring technologies based on a continuous review of industry tools, security architecture designs, and gaps in the environment. Supports system authorization, continuous monitoring, threat detection and response, hunting, compliance, and related enterprise-level security activities that feeds into an enterprise cybersecurity scorecard. Ensures that WMATA has a comprehensive set of tools that integrate effectively, keep pace with evolving threats, and support the collection of useful metrics.
  • Partners with senior leaders to design, refine, implement and manage a risk-based, repeatable and consistent system security strategy based on the NIST Risk Management Framework/Cybersecurity Framework. This includes control selection, system authorization, documenting and remediating vulnerabilities, managing a Governance Risk and Compliance (GRC) tool, partnering with developers and owners to ensure that security is a part of the complete system development life cycle and ensures continuous monitoring.

Other Functions
  • Supports peers in developing cybersecurity policy that ties to larger cybersecurity and IT policy and integrates with security architecture. Ensures that WMATA has policies that guides the organization, manages compliance and risk, and defines key roles and partnerships.
