Operations manager with proven skills and a minimum of 10 years of hands on experience managing the maintenance and operation of complex web applications in a multi-platform environment. This position will be responsible for ensuring the operational availability and performance of both internal and customer-facing web applications with complex architectures that support major WMATA programs. The candidate will be responsible for management of a multidisciplinary team that incorporates both employees and contractors. He or she will manage all aspects of the assigned program, including budget. The ideal candidate will possess prior experience in multi-application operations management, change management, budget development and control, and stakeholder management. Ideally, the candidate should possess PMP and Scrum Master certifications or be able to obtain them within six months of hire and must have substantial experience in Agile project management and the Atlassian suite of tools. Experience with cloud-based architectures is highly desirable

Minimum Qualifications:

Possession of a Bachelor's degree in Computer Science, Mathematics, or Business Administration and a minimum of ten (10) years of progressively responsible experience in performing and supervising systems analysis, design and programming work in a mainframe environment including extensive supervisory experience in data processing (e.g., data processing principles, theories and concepts, systems analysis and programming, both batch and on-line in a data base environment, and extensive experience in performing and supervising a multi-project applications systems design and programming activity), and command level languages.

Or, an equivalent combination of post-high school training and more than twelve (12) years of progressively responsible experience in performing and supervising systems analysis, design and programming work in a mainframe environment including extensive supervisory experience in data processing (e.g., data processing principles, theories and concepts, systems analysis and programming, both batch and on-line in a data base environment, and extensive experience in performing and supervising a multi-project applications systems design and programming activity), and command level languages.

Job Summary/Duties:

This is technical and managerial work in directing the development and maintenance of computer applications in the Office of Information Technology and Services (ITSV). Directs the systems analysis and programming of new applications and the maintenance and modification of existing applications for all offices of the Authority. Manages various databases used by the Authority; work involves establishing data base management systems (DBMS), standards, procedures and controls. Organizes work of the branch; selects, assigns, trains and evaluates the supervisory and technical staff, and coordinates work of the unit with other ITSV branches and with users. Oversees a staff consisting of programmers, systems analysts, and supervisors. Major development efforts and problems are reviewed regularly with the Director, Information Systems and Technology, through reports and conferences, and on-going activities are reviewed periodically in terms of achieving objectives for the area of assigned responsibility, giving the incumbent considerable latitude within established budgets and policies as well as in accordance with the approved Authority goals. Performance will be measured based on the effective management of the branch and the timely accomplishment of assigned goals.

Directs the development and maintenance of applications systems and programs provided to user offices by ITSV; analyzes and evaluates the requirements and feasibility of new systems or major system modifications upon approval by the Director, Information Systems and Technology, as appropriate. Supervises the estimating of time and other resources required, establishment of work plan and schedule, sets and adjusts priorities, and determines, in consultation with subordinate supervisors, staff to be assigned; and provides initial technical guidance and instruction as required, particularly on major new systems development projects.

Manages the design, installation, customization, maintenance and troubleshooting of the Authority's databases, and coordinates with other Authority offices and with vendors to effectively accomplish assignments.

Reviews new data resource requirements to determine if existing data is available and establishes procedures for accessing and utilizing such data; ensures that new data files are structured in accordance with data base management systems.

Directs and manages a comprehensive capacity monitoring, improvement and projection program to assess current database utilization levels, actual vs. planned, use of installed capacity and identification of bottlenecks and problems, and prepares periodic and special reports as required. Develops and implements comprehensive database solutions within available resources and/or justifies and leads the procurement and/or implementation of solutions requiring additional resources.

Reviews application systems projects and problems through daily reports and discussions with supervisors and users; initiates actions such as requests to modify systems or data base software, change priority status, and/or assigns additional resources to resolve problems or to expedite progress.

Coordinates applications systems development and maintenance activities with other ITSV branches and with user offices; collaborates with other ITSV management in planning for and evaluating systems development needs and plans, including the hardware and software required.

Organizes work of unit and establishes assignments; recommends selection of staff, determines training needs, develops training programs, and evaluates work performance. Counsels and reprimands employees when required, maintaining appropriate informal records to track performance, and recommends disciplinary action, including termination when warranted. Establishes and ensures maintenance of appropriate project management and system development and maintenance tools and techniques.

Attends meetings as required to provide technical advice; confers frequently with user personnel on system plans and problems; as required, makes presentations on proposed systems projects to top management officials as directed.

Develops and implements plans and procedures to insure the most effective development and maintenance of systems, with emphasis on selecting and/or applying the proper tools to minimize application backlogs and maximize use of assigned resources.

Prepares periodic and special reports regarding progress and problems, accomplishments, and issues which must be addressed.

Performs related work as required.
