MINIMUM QUALIFICATIONS

Education
• Bachelor's Degree in Transportation Management, Business, Engineering, Public Administration or related field

Experience
• A minimum of fourteen (14) years of operations experience in a large public, service delivery environment, with at least five (5) years of supervisory management and operations management experience in a large-scale transportation, service or other related industry.

SUMMARY

The Director Line Operations is responsible for effectively and efficiently planning, scheduling coordinating and directing rail service activities to include the management of stations operations, train operations, customer service issues, and division operations for designated Line and Field Operations Divisions and facilities.

ESSENTIAL FUNCTIONS

• Provides leadership, direction and oversight in the management of station and train operational activities for designated rail line segments, ensuring high quality service delivery for WMATA's rail transit operation.

• Addresses and corrects operational deficiencies within assigned rail line segments to include FTA Corrective Action Plans, On-time-Performance, and any safety issues.

• Coordinates with other line managers to establish and promulgate policy, processes, and procedures to enforce safety, reliability, and accountability.

• Ensures operation of the rail system is maintained to the highest standards and in accordance with all applicable codes.

• Works directly and cooperatively with other WMATA departments (i.e. Engineering, Safety, Bus, Customer Service) to address issues affecting rail line segments' delivery of quality service to WMATA customers.

• Interfaces with customers or customer advocacy groups to address service, safety or reliability concerns.

• Uses technology and data and develops solutions and strategies to improve overall performance and safety, and to forecast trends.

• Coordinates with inter-departmental peers to ensure that resources and personnel are available to meet and sustain applicable service plans.

• Effectively manages personnel and resources in compliance within budgetary constraints within line segments.

• Coordinates with Rail Operations Central Control (ROCC) to address line issues and/or progress of issue resolutions, in order to maintain highest level of safe, reliable and on-time service.

• Ensures that technology applications such as Maximo, SMS and RPM are being utilized to produce quality performance data. Evaluates, analyzes and monitors the performance of train, station and customer service operations. Provides recommendations and leads the development and implementation of corrective or commendation actions to be taken to increase efficiency and effectiveness.

• Prepares short and long-range forecasts of all transportation operational activities and the execution of services in the assigned rail line service area.

OTHER FUNCTIONS

• Prepares, updates and manages the implementation of contingency plans in the event of an emergency, special event or weather related operational problems.

• Attends both staff and executive safety meetings to present data and information on rail statistics within assigned line sector.
