Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in an Engineering discipline or a related field. A minimum of seven (7) years of progressively responsible experience in rail car equipment maintenance, repair, and (to a lesser extent) overhaul, including considerable successfully demonstrated supervisory and management experience over a similar function.

Or, an equivalent combination of education and experience.

Job Summary/Duties:

This is managerial, supervisory, and administrative rail car maintenance work of a complex nature. Employee in this job is responsible for the effective and efficient implementation of scheduled and unscheduled maintenance programs which consist of periodic rail car inspection; servicing, removal, testing, repair, and replacement of electrical and mechanical systems and subsystems; and cleaning of rail cars. Work is performed in accordance with manufacturer's recommended maintenance procedures and the Authority's maintenance program. Initiative and independent technical skill is required in developing and applying detailed maintenance procedures and techniques. The employee's performance will be measured on the effective and efficient management of the rail car maintenance programs in terms of quality of maintenance and operations. Employee has considerable latitude for independent judgment and action within established guidelines. Employee assists the General Superintendent, CMNT and the Assistant General Superintendent, CMNT in accomplishing the objectives of the Department.

Prepares timely and accurate annual and long-range forecasts of the assigned Service and Inspection facility/function for budgetary and other purposes. Estimates staffing and material requirements, production efficiency, and the need for improved tools and equipment. Analyzes labor report summaries and evaluates shop performance in the various rail maintenance activities. Develops performance and time standards as criteria for judging shop performance.

Manages/supervises subordinate staff to include recommending applicant selection, disciplinary actions, assigning duties, directing work, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided. Subordinate staff includes Supervisor, Car Maintenance Controller personnel assigned to the Operations Control Center.

Prepares effective daily work schedules and makes assignments to supervisors. Maintains constant check on work progress, implements/ensures proper work methods and techniques, and directs necessary troubleshooting to identify the cause(s) of unusual equipment problems.

Discusses complaints and grievances with employees or their representatives and attempts to resolve complaints in accordance with sound employee relations practices and operating requirements.

Establishes work plans for subordinates against which they will be measured. Conducts performance evaluations of subordinates based upon these work plans.

Supervises the effective and efficient repair of major stricture components of rolling stock including reconditioning and replacement of wheels, car wirings, interior liners, carpets, doors, scats, and tubings.

Supervises the testing, troubleshooting, calibration, repair, and replacement of electrical and mechanical systems and equipment, car control systems, car indicator systems, lighting systems, air-conditioning systems, door mechanisms, trucks, compressors, hydraulic brake components, and automatic train control equipment.

Supervises the use and maintenance of heavy-duty tools, equipment, and machines in the shops, ensuring that personnel conform to established safety practices.

Supervises the timely and effective execution of car cleaning and washing programs.

Ensures that rail cars in need of substantial repairs are promptly removed from service and transferred to the repair shop.

Ensures that equipment in-service fully complies with safety requirements.

Assigns personnel to provide timely emergency service.

Responds, as appropriate, to road emergencies involving car failures. Oversees the removal of disabled cars from mainline tracks.

Performs related duties as assigned.
