Assistant Director of Administration

The City of Alexandria's Department of Emergency Communications (DEC) is seeking an Assistant Director of Administration to manage the central administrative functions of the department. The incumbent in this position plans, manages, directs, organizes, coordinates and supervises the department's administrative team and functions specializing in fiscal/budget management, human resources, accreditation, quality assurance, training and project management. This position reports to the Director of Emergency Communications.

The Opportunity
  • Plans, organizes, manages and directs the operations of the administrative unit of the Department of Emergency Communications (DEC). Provides guidance and direction on administrative issues in DEC. Responds to inquiries from City personnel, and other agencies for assistance/clarification of administrative issues;
  • Oversees and manages the staffing of the department's administrative staff, including recruiting, developing, training, mentoring and managing performance;
  • Exercises decision-making authority related to the daily administrative operations of DEC including, directing the preparation, planning, and implementation of the annual budget and maintains financial oversight of expenditures. Oversees the review of department budget proposals, recommends proposed expenditures, and maintains financial control over expenditures. Directs financial planning for annual and long-term capital project programs. Escalates issues that require a higher level of authority to the Director;
  • Responds to and works to resolve interdepartmental issues and personnel matters;
  • Collaborates with other assistant director-level and department heads to ensure adherence to the City Executive's policies. Coordinates with counterparts to direct and manage approved projects;
  • Advises department head of any observed needs to enhance, modify and improve internal standards of operation;
  • Prepares and revises written policy memos, correspondences, and council requests.

The Ideal Candidate
To be considered minimally qualified all candidates must possess a bachelor's degree; five years of experience, two years of which are in a supervisory capacity; or an equivalent combination of education, experience and training which provides the required knowledge, skills and abilities.

The ideal candidate will have all the above as well as At least five (5) years experience in a management role; at least two (2) years of experience in financial and budget management; and at least two (2) years of experience in staffing and talent management.
