The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is recruiting for a MDOT Enterprise Cloud Services Quality Assurance/Quality Control (QA/QC) Manager in the Office of Transportation Technology Services (OTTS).  OTTS provides strategic direction for the entire MDOT.  This includes, but is not limited to: soliciting and prioritizing system development activities; performing technology research and planning; establishing and managing the short-range and long-range plan and budget to support the growth of information technology across all MDOT; planning, acquiring and implementing large-scale business systems; acquiring, developing and supporting Cloud/Software as a Service (SaaS), Platform as a Service (PaaS), Database as Service (DaaS), web-based applications and web systems; acquiring, deploying and maintaining Office Automation and CADD/GIS hardware and software; planning, installing and supporting the local and wide area networks upon which all MDOT systems depend; and providing day-to-day computer operations support.

This position will be on call 24 hours a day 7 days a week to respond to outages or other emergency situations.  The incumbent in this position must possess deep technical expertise and managerial experience in supporting cloud technologies including hosted, PaaS, DaaS & SaaS applications.  This position requires knowledge and experience in testing and quality assurance policies, procedures and supporting technologies, as well as in enterprise Systems Administration.  Ideal candidates should have excellent communication skills and at least 5 years of prior IT management experience.

The current vacancy exists at MDOT TSO in Glen Burnie, MD (Anne Arundel County).  This position will also report to Hanover, MD (Anne Arundel County) when needed.

QUALIFICATIONS:

PREFERRED QUALIFICATIONS:

Education: 
A Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other IT-related field.

Experience: Five (5) years of professional experience in IT management or software development. Three (3) years of experience must include performing Quality Assurance and Quality Control functions in a cloud computing environment (e.g. MS Azure, Oracle Cloud, Salesforce, AWS, Google), as well as supervising the work of technical professionals.

The ideal candidate will possess the following:

  • Experience in evaluating internal test processes, architect, design, development solutions, Quality control and assurance, Security Compliance Analysis & Testing to improve operational efficiencies.
  • Understanding and experience in proven QA/QC frameworks & best practices, project management and/or systems analysis methodologies
  • Experience using Agile principles and Scrum methodology in Cloud PaaS/SaaS innovative and creative continuous development and integration environment with AzureDevops & GitHub.
  • Experience managing a team of Sr. QA/QC Specialists, release managers and leading QA/QC, audit controls, identify and document system defects, compliance with security and standards
  • Experience using and quality control implementation on Lightning Framework, VisualForce, APEX code, Java EE, Java Script, .NET, HTML 5, CSS
  • Experience in managing IT contracts and partners (vendor) management and coordination

LICENSES & CERTIFICATIONS:

The ideal candidate will possess one or more certification credentials such as: Certified Software Quality Analyst (CSQA), Software Quality Engineer Certification (CSQE), AWS SysOps Administrator or Salesforce Administrator.
