Responsibilities

Serves as an agent of the Defense Acquisition University supporting the agency's accounting, financial and managerial issues that require examination by a financial professional. Supports the Agency's programs for audits, readiness, sustainment, remediation, and risk management, liaison with internal business units such as finance, IT, and property; and external audit stakeholders such as external auditors and the Comptroller.

1. Examines, analyses, and interprets accounting data, records, reports and systems for compliance with the Office of Management and Budget (OMB) Circular A-123 (Management's Responsibility for Enterprise Risk Management and Internal Control), Federal Management Regulations, and Government, DoD, and DAU policies and procedures.
2. Provides direction, technical/ professional guidance, and support to budget, finance, and other teams that support the audits to ensure proper accounting and disclosure of transactions. Reviews audit reports, identifies critical problems and provides advice to management or other budget/financial personnel on the resolution of such issues.
3. Conducts financial and compliance (system and operational) audits following General Accepted Auditing Standards (GAAS)/Generally Accepted Government Audit Standards (GAGAS). Serves as subject matter expert responsible for researching and understanding all requirements related to obtaining and maintaining DAU's audit readiness, sustainment, and remediation posture to meet DoD goal.
4. Prepares, maintains policies, plans, and other documents relative to financial processes, controls, Management Internal Controls Plans (MICP) and Financial Improvement and Audit Readiness, Sustainment, and Remediation (FIAR); implements plans, conducts assessments, and develops and monitors management corrective action plans.
5. Responsible for the evaluation and/or recommended revision of the accounting and managerial systems supporting the missions of the Agency to achieve proper internal controls.
6. Develops, and interprets policies, procedures, and responses to inquiries by and personal liaison with internal and external audit agencies of the federal government such as Government Accountability Office, Department of Defense Inspector General and the FIAR Directorate.
7. Works with senior level program managers to address and resolve financial management problems and issues. Prepares reports, presentations, and briefing packages for senior leadership that identifies the issue and recommends improvements.

Qualifications

You must have at least one year of specialized experience at the NH-0510-III (GS-11) grade level in Federal service or an equivalent position in the civilian sector. Specialized experience is the experience that has equipped the applicant with the particular knowledge, skills, and abilities: Successfully perform the duties of the position. You must demonstrate experience in: 1) Knowledge and experience in Accounting theories, concepts, and principles; 2) Designing, implementing, and maintaining Management Internal Controls Plans to meet Financial Sustainment; 3) Assessments and Analysis of Cost Accounting Structure;4) Experience in DoD Budget Formulation management; 5) Knowledge of resource management including working with all levels from executive leadership to entry level personnel.

Bachelor's degree required in a technical field that requires significant work in systems and financial management (accounting, auditing, or finance management). Master's degree preferred. At least 24 semester hours in accounting/ auditing; a combination statistics, finance, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. 4 years of accounting/ auditing experience. Additional related experience may substitute for additional educational credentials. DoD Certified Defense Finance Manager (CDFM), Certified Public Accountant (CPA), or Certified Internal Auditor preferred. Possesses strong verbal and written communication skills to communicate complex ideas and ideas to teams, stakeholders and executive leadership.

This position is in the DoD Financial Management (FM) Certification Program at Level 2. The selectee shall achieve FM Certification Level 2 within two years and satisfy continuing education training (CET) requirements to maintain FM Certification at Level 2 as a condition of employment.

Experience:
A minimum of four years of related experience is required. Specific experience in:
  • Developing plans and processes to be compliant with OMB Circular 123-A.
  • Participating in DoD Management Internal Controls Plan (MICP) reviews.
  • Conducting Financial Improvement and Audit Readiness, Sustainment, and Remediation assessments and corrections.
  • Conducting audits, developing and managing management action plans, writing recommendations.
  • Performing data analysis, including gathering data from various sources.
  • Auditing transactions using commercial off-the-shelf (COTS) software and government financial enterprise resource planning (ERP) systems, preferably the Defense Agencies Initiative (DAI) ERP with strong government financial background.
  • Developing and accessing standard operating procedures, workflows, and policies.
  • Participating in the overall budget formulation and execution of funds following the DoD Planning, Programming, and Budgeting Execution (PPBE) process.
