Summary

This position is located in the Department of Labor, Office of Policy Development and Research (OPDR), Division of Strategic Planning and Performance (DSPP).

OPDR coordinates ETA's strategic and operating plans, and oversees the Workforce Innovation and Opportunity Act performance accountability and reporting system of the agency's workforce programs and the public workforce system to ensure program performance results inform policy and program decision making.

Responsibilities

This position consists of the following duties:
  • Conduct analyses of complex functions and work processes of public workforce development-related policy, programs and performance.
  • Conduct research or evaluate elements of new or existing methods for performance measurement, organizational structures, or management processes to assess program performance and effectiveness for a broad range of public workforce development programs.
  • Coordinate program management activities; serve as the point of contact or project officer for designated programs or assignments.
  • Assist in the research and development of economic and statistical methods or management/technical assistance and support tools to support analysis of labor market and/or workplace issues; and/or providing updates to projects to assure timely and complete accomplishment of ETA goals and priorities.
  • Prepare or assist in the development of replies, reports and analyses and technical assistance and support regarding performance-related policy and guidance on public workforce development issues in response to incoming inquiries directed to the Office by other program offices, the Department, other Agencies, and State, and local agency program administrators and staff.

Qualifications

This position has an Individual Occupational Requirement (IOR), which is outlined below:

BASIC REQUIREMENTS:

All academic degrees and course work must be from accredited or pre-accredited institutions.

A. Degree that included at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs.

OR

B. Courses in a college or university consisting of 30 semester hours as described in A above, plus appropriate experience or additional education.

Specialized Experience (for positions above GS-5 or equivalent)

Professional experience in studying, analyzing, and/or advising on the economic, social and/or psychological factors affecting employment and training problems. This experience must have required knowledge of one or more of the following:
  • Labor force dynamics, e.g., the population, economic, cultural, and political factors affecting employment and training problems; problems relating to labor force adjustment to automation and other technological change; the effects of collective bargaining agreements; and the impact on job content and educational and training requirements of a rapidly changing industrial environment.
  • The cultural, environmental, political, or sociological factors related to employability or employment, e.g., employment and training problems concerning specific ethnic groups, group imbalances, skill imbalances, patterns of discrimination, rural community life, etc.
  • The psychological aspects of employability such as individual differences, attitude formation, motivation, and factors affecting learning.

SPECIALIZED EXPERIENCE:

GS-12
In addition to meeting the IOR, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Examples of specialized experience, for this position, include:
  • Analyzing program plans, evaluation reports, or statistical reports pertinent to programs authorized under the Workforce Innovation and Opportunity Act (WIOA) and partner programs such as Trade Adjustments Assistance, Unemployment Insurance and the Senior Community Service Employment Program, among others;
  • Compiling and analyzing WIOA program from a variety of sources (e.g. states, grantees, etc.); identifying technical assistance to address findings from such analyses; and research reports to perform rapid cycle analysis reflecting patterns and trends of program administration and/or operations; and
  • Developing technical assistance plans to address needs of eh public workforce system of states and local areas.

Category A - Meets the basic qualification requirements for the vacancy and has successful experience in the same or similar job that has demonstrated superior proficiency in applying critical competencies required by this position to work of increased levels of difficulty and complexity.

Category B - Meets the basic qualification requirements for the vacancy and demonstrates satisfactory proficiency in the critical competencies required by this position.

Planning and Evaluation -Organizes work, set priorities, and determines resource requirements; determine short or long term goals and strategies to achieve them; coordinate with other organizations or parts of the organizations to accomplish goals, monitor progress and evaluate outcomes.
