Responsibilities

The incumbent functions as a key member of the senior leadership team, actively participating in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to our Veteran population. The incumbent monitors and ensure medical staff compliance with agency regulations, medical staff bylaws, facility policies, Joint Commission standards, Commission on Accreditation of Rehabilitation Facilities, Long Term Care Institute, the College of American Pathology the and other appropriate regulations. In addition, the incumbent will provide leadership oversight in compliance with other federal agencies such as the Office of Inspector General and the Office of Medical Investigator.

-Support organizational efficiency and safety through oversight and program management of the medical center inter-facility transfers process.
-A member of the Executive Leadership team responsible for ensuring that facility programs reflect the mission and priorities of VHA and VA.
-Accomplish clinical program goals consistent with available resources and participate in the allocation of facility resources and modification of programs to best meet the needs of the Veteran population.
-Monitor and promote compliance with VA regulations and professional standards pertaining to outside professional activities and ethical conduct.
-Create an environment of system-oriented continuous quality improvement, within which program and quality of care effectiveness are evaluated.
-Promote effective communication and working relationships between the facility and its affiliates so adherence to the requirements of the affiliation agreements can be met by all involved parties.
-Develop environment in which research is: a) Encouraged and supported, b) Conducted within a framework meeting scientific, ethical and administrative standards, c) Disseminated through prompt reporting and/or publication.
-Provide appropriate and timely input into determining the proper scope of construction projects, incorporating facility goals, objectives and long-range plans, as well as regional needs of Veterans.

Work Schedule: Monday-Friday-8:00AM-4:30PM (Weekends, evenings and Holidays as needed)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2019.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.
  • Physical requirements outlined below.
Preferred Experience: Board Certification is HIGHLY preferred.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: A pre-placement physical examination will be completed prior to appointment to determine the physical and mental fitness of candidates. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. Physician applicants must have the mental and physical ability to perform core privileges required by the specialty position in addition to any specialty privileges requested. Position requires walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting. Work requires daily trips from employee's work-site to other areas throughout the Medical Center.

Annual leave shall accrue for full-time physicians at the rate of 26 days per leave year (1 day per pay period).
