The incumbent is a Category Program Analyst within the Office of Information Technology (OIT), Strategic Sourcing Category Management Division, Information Technology Services. The position provides management oversight and evaluation of administrative programs and operations. The incumbent performs a variety of analytical, planning, evaluative and advisory work.

Physical Requirements: The work is primarily sedentary. There are no special physical demands for this position.

Major Duties:
  • Prepare business case, spend analysis, acquisition plans and procurement documentation for the application of program solutions.
  • Develop and present briefings to senior management officials on complex and often controversial technical issues.
  • Work closely with agency, government, and industry stakeholders to develop effective cost reduction strategies.
  • Lead complex agency-wide implementation of program plans, best practices and process improvement to capture savings and reduce costs.
  • Apply basic budgetary and fiscal management principles and techniques related to long range planning of programs and objectives.
  • Participate in the development of life cycle cost analyses of projects or perform cost benefit or economic evaluations of current or projected programs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The Selective Placement Factor for this position is: Consult with Information Technology (IT) vendors, customers, acquisition and other key stakeholders to identify and specify requirement in alignment with IT Enterprise Architecture, security and procurement to develop cost estimates for new and modified IT systems, commodity refresh and software.

You may qualify based on your experience, as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience includes Collect, research, and analyze data and collaborate with IT key stakeholder to understand business opportunities and apply new innovate technology developments to complex and intricate systems and processes; design, lead and/or conduct comprehensive analytical studies to identify and create cost saving initiatives; leveraging existing agency and government-wide contracts; and developing effective implementation plans.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and may include completion of specific, intensive training (for example, IT certification), as appropriate. Experience should demonstrate IT program, acquisition, and infrastructure consolidation efforts; performance of five-year cost benefit and IT architecture roadmap analyses. and include design, implementation, and maintenance of emerging IT technologies.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
