Summary

The Director, Cost Estimation and Analysis Division, located within the Office of Finance and Operations (OFO), Office of Budget Service, directs a wide range of activities involved in providing continuous oversight and management of the formulation, presentation, and execution of budgets associated with student grant and loan program cost estimates.

Responsibilities

Provides leadership, counsel, and technical expertise in the development of cost estimates and underlying research and model development activities associated with the Federal Pell Grant, Direct Student Loan and including FFEL programs, which together award over $126 billion to more than 10 million students each year and with overall Federal student financial aid administration.

Directs and analyzes the development of cost estimates and underlying research and model development activities associated with all Federal Student Aid (FSA) programs and Higher Education loan programs in OPE such as (HBCU and Capital Family Financing), College work study, Perkins Loans, Teach Grants and other ongoing programs also develops cost estimates for new policies which includes America's promise of two years of free Community College.

Provides leadership, counsel, and technical expertise regarding the formulation, presentation, and execution of budgets associated with student grant and loan program cost estimates, using procedures developed by the Budget Policy and Coordination Office Staff and working with the Chief Operating Officer (COO) and other Office of Finance and Operations (OFO) leadership personnel as appropriate.

Develops and analyzes legislative proposals affecting Pell Grant, Direct Student Loan program costs and other operational costs, involving Assistant Secretaries, and the General Counsel, as appropriate. Identifies issues, prepares options, assesses costs and program impact and makes recommendations to the Deputy Director, Budget Service, Director, Budget Service, the Principal Deputy Assistant Secretary, OFO, and other senior OFO and Department personnel. Analyzes appropriations, authorizing, and reconciliation language and congressional intent and determines the need for legal opinions.

Analyzes the development and justification of student loan loss liability cost estimates for inclusion in the Department's audited financial statements; the accuracy and documentation of these estimates is a major factor in ensuring that the financial statements receive an unmodified or unclear opinion for the Department's independent auditors, the achievement of which is a major element of the Department's Strategic Plan.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

MTQ1: Demonstrated experience of Federal budget and appropriations principles, practices, and procedures related to the preparation of Federal credit program cost estimates for inclusion in budget materials, financial statements, and other reporting required by the Federal Credit Reform Act of 1990, the Chief Financial Officers Act of 1990, the Budget Enforcement Act, the Budget Control Act, and relevant OMB guidance, such as circulars A-11 and A129.

MTQ 2: Demonstrated experience of economics, financial and statistical analysis, cost estimation and forecasting, and computer modeling techniques, particularly as related to large Federal loan and grant programs, and successful ability and experience in directing the development of complex, multi-year cost estimates for large Federal loan and grant programs.

MTQ 3: Demonstrated knowledge and experience working with Federal Student Assistance Programs and/or program data pertaining to Title IV of HEA of 1965 as amended-particularly general program requirements, Pell Grants, and student loans.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
