Responsibilities

  • This position is located with the Office of the Chief Financial Offer (OFCO), Financial Management Services Center (FMS), System Security and Compliance Division (SSCD).
  • This position functions as a senior technical expert planning, developing, implementing, and maintaining programs, policies, and procedures to protect the availability, integrity, and confidentiality of applications, systems, networks, and data.
  • Independently leads major IT projects to accomplish the development, implementation, coordination, review, and evaluation security plans, policies, technical/administrative procedures, accreditation documents.
  • Provides technical expertise and consultation for Audits Reviews, Security and Risk Assessments, Assessments and Authorizations, Privacy and other accreditation activities.
  • Ensure assigned systems are fully accredited and comply with security standards in line with NIST 800-37 Six Step Risk Management Framework.
  • Develops, manages, addresses, and closes issues with Plans of Action and Milestones (POAMS).
  • Provides technical expertise and consultation in the implementation and administration of user accessibility to computer facilities, as well as access controls to computer data files, system software, and application program security policies.
  • Leads major IT projects to develop software to automate security procedures and/or provide security reports.
  • Investigates or leads periodic surveys and inspections to assure compliance with IT security directives and inspection procedures, to assure that actual or suspected security deviations are identified and reported.
  • Guides investigations, reviews, and audits of actual or suspected security violations; to analyze findings and recommend corrective measures; and to independently develop plans and procedures for assuring the security of the equipment and data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level.

Specialized experience is defined as experience developing, implementing, and evaluating security specifications, plans, policies, technical/administrative procedures, and programs associated with Information Technology (IT) equipment software, design, data, and physical security. Implementing and administering user accessibility and access controls to computer data files, financial system software, and application programs, including ensuring compliance with local and departmental-wide security policies. Participating in audit reviews, security and risk assessments, security tests and evaluations, and other accreditation activities in order to ensure systems are fully accredited and comply with all applicable security standards.

Information Technology (IT)-related experience must also demonstrate each of the four competencies listed below.

This is a Direct-Hire Authority position, all applicants who meet the minimum qualifications, to include any selective placement factor(s), if applicable, will be referred to the selecting official.
