Summary

The purpose of this position is to assist in the planning and scheduling of taxi, courier, and vehicles requests, perform transportation and related administrative functions; operate Gallery owned and leased vehicles; transport supplies, materials, equipment, and passengers to and from the Gallery and within Washington, DC, Virginia and Maryland area; and perform operator maintenance on NGA owned and leased vehicles.

Responsibilities

The incumbent will:

Process Taxi, Courier and Vehicle requests:
  • Processes taxi, courier and vehicle requests from NGA departments and follows up on the coordination of transportation needs with requesting offices.
  • Schedules designated NGA and ASD Driver(s) and contractors to meet customer's taxi and courier requirements and deadlines.
  • Collects, verifies and maintains vehicle mileage data on NGA owned and leased vehicles and submits information to supervisor as needed.

Administrative:
  • Uses and maintains the department's transportation databases and monitors transportation information for proper data entry.
  • Reviews, records, and compiles information related to vehicle assignment and use, mileage, preventive maintenance services, fuel consumption, and vehicle accidents.
  • Prepares transportation-related reports (i.e., workload, maintenance, and fuel usage) for supervisor and upper management.
  • Monitors transportation repair and supply expenditure records, and prepares budget reports to supervisor and upper management.
  • Monitors vehicle repair and maintenance contracts, purchase orders, and purchase card on NGA owned and leased vehicles

Transportation:
  • Serves as the back-up driver with periodic responsibility of transporting the Trustees, Director or Executive Officers on official NGA business.
  • Performs operator maintenance on all Gallery owned and leased vehicles, monitors fluid levels and checks hose connections, checks and replaces lights, and checks and maintains proper tire pressures.
  • Prepares daily vehicle inspection reports, prepares and complete vehicle trip tickets, logs, and status reports; preventive maintenance records; and accident reports.
  • Maintains all required administrative log sheets and reports.
  • Must maintain Class B Commercial Driver's License

Purchase Card:
  • Serves as the p-cardholder for APPL using allotted funds per Gallery purchase card policy and procedures.
  • Follows the GSA SmartPay procedures related to authorized and unauthorized transactions.
  • Maintains records of purchase and related transactions for historical and audit purposes. Reviews all information on the monthly statement, verifying charges, credits, outstanding disputes, and refunds.

Property:
  • Assists with requests for property movement functions for items scheduled to be moved or relocated to the NGA Warehouse or different offices on an as needed basis.
  • Assigned other duties that include general support services functions as required.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

Candidates must meet the Qualification Standards Handbook requirements for GS-342-6 . This requires at least 1 year of specialized experience equivalent in responsibility to the GS-5 level in the Federal service OR 4 years of education above High School level. Specialized experience is performing a range of coordinating and supportive duties in personal property, logistics or transportation functions.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.
  • Knowledge of GSA fleet vehicle procedures, and skill in operating motor vehicles with a gross vehicle weight up to 26,000 pounds.
  • Knowledge of warehousing functions and procedures such as receipt, storage, distribution and material handling.
  • Knowledge of Federal personal property management procedures. Knowledge and experience applying inventory, transfer, and disposal methods to customer's requirements.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.
