Summary

This position is part of the R9-Chief-Office of Law Enforcement. As a Supervisory Management and Program Analyst, Chief Branch of Planning and Analysis, you will be responsible for program planning and analysis, budget formulation and execution, nationwide law enforcement resource allocation, policy development and coordination, management systems, and administrative activities.

Responsibilities

  • Oversees the conduct of all long- and short-range planning for the Office of Law Enforcement based on knowledgeable projections of agent/inspector staffing, agent/inspector costs, available funding, and workload-driven resource allocation needs.
  • Formulates and directs staff formulation of the OLE portion of the Service annual Budget Request, including authorship and review/revision, and regional OLE budget materials to ensure conformance with Service, Departmental, and OMB policy.
  • Ensures the fiscal responsibility of the Headquarters Office (OLE) through supervision of the preparation of all requisitions/purchase orders, travel authorizations and related vouchers, imprest fund claims, and other obligating documents.
  • Manages the Service's special financial accounts used for the purchase of evidence and information; funds received from the disposal of seized, forfeited, and abandoned property; and for the deposit of criminal fines and civil penalties.
  • Supervises and directs a staff of analysts and other administrative employees.
  • Directs OLE's coordination of program clearances; field investigations; Special Agent and Wildlife Inspector medical programs; new agent recruitment and hiring program; organizational description function; and national LE Personnel Directory.
  • Analyzes complex FOIA request to determine compliance with agency regulation; prepares responses for precedent setting FOIA request.
  • Directs all functions necessary for proper administration and management of the nationwide manual systems for the storage and retrieval of investigative records, documents, and administrative files.
  • Oversees the performance of functions relating to OLE property management, including all procurement actions and property accountability.
  • Represents OLE, Service, and Department, on boards, panels, and committees, at meetings and conferences, at hearings to explain, negotiate, and promote Service Law Enforcement programs and policies.

You may qualify at the GS-14 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrated your ability to report and analyze performance and workforce information in order to evaluate law enforcement program's effectiveness; direct staff to provide budget formulation and execution required for law enforcement budget reports; supervise diverse staff; direct functions for administration and
management of manual systems for storage and retrieval of investigative records, documents and
administrative files; analyze Freedom of Information Act (FOIA) request to determine compliance with
regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Public Land Corps (PLC) Hiring Authority:

(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

Knowledge of law enforcement procedures and practices sufficient to review, revise as necessary, author, and evaluate the application and effectiveness of OLE, Service, and Departmental law enforcement
operational, management, and administrative policy.
  • Knowledge of supervision and direction of a professional and clerical staff engaged in the performance of program planning and coordination, various forms of multi-source research; program, budget, and management analysis; and administrative functions, including budget execution; personnel management; procurement, space, and facilities management; property management; and travel.
  • Knowledge of Federal laws and regulations pertaining to the protection and disclosure information, specifically the Freedom of Information Act, as amended, Privacy Act as amended, and the Financial Privacy Act, precedent decisions and operating methods and procedures.
  • Ability to communicate effectively with a wide audience including members of congress and their staff, agency budget and policy staff, managers, to assure cooperation and acceptance of recommendations.
  • Knowledge sufficient to permit skillful presentation of complex analytical materials, as well as associated facts, assumptions, extrapolations, interpolations, projections, and recommendations, in clear, concise, and logical English to accommodate a wide range of knowledgeability and rank of intended audiences.
