Summary

You will serve as Safety Defects Analyst in the Trends and Analysis Division, Office of Defects Investigation. The Office of Defects Investigation (ODI) is responsible for identifying and conducting investigations into alleged safety defects in motor vehicles and motor vehicle equipment within the meaning of Chapter 301 of Title 49 of the United States Code.

Responsibilities

The Safety Defects Analyst:
  • Is responsible for reviewing Early Warning Reporting (EWR) data furnished by manufactures and macro-level analysis of all field data available to ODI in support of its mission to identify and investigate safety defects in motor vehicles and motor vehicle equipment.
  • Recommends improvements to the content of EWR data and manner in which it is collected, analyzed, and utilized for the ODI mission.
  • Analyses EWR data to identify potential safety defects actionable within ODI's authority.
  • Gathers supporting information assesses it against established office frameworks and, if appropriate, proposes it to investigative staff for further action.
  • Maintains liaison with industry representatives, safety groups, Government agencies, and other interested in traffic safety to exchange views and keep abreast of the latest automotive and related information technology.
  • Reviews select ERW Field Reports to identify potential safety defects actionable within ODI's authority.

The ideal candidate for this position is highly self-motivated, possesses sound judgement, demonstrated knowledge and expertise in the automotive space, and expertise working in manufacturing, quality control, or a dealership environment. The candidate should be capable of working cooperatively with other divisions within NHTSA and with organizations within the motor vehicle industry to accomplish the agency's goal of improved safety. The candidate should be detail oriented, well organized, and have strong analytical and writing skills. As part of their daily responsibilities, the candidate should be willing to complete intensive paperwork, occasionally handle stressful situations involving highly visible matters with significant public interest, and manage conflict situations tactfully.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
  • Experience evaluating reports of issues, field reports, or repair orders for automobiles and determining the cause of the issue or what needs repaired and if it is safety related.
  • Experience working in the automotive fields of service writer, mechanic, service manager, or as part of an automotive safety review team.
  • Experience providing guidance and/or recommendations regarding potential safety defects.


To qualify for the GS-11 on Education alone, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


To qualify on for the GS-12 on Experience (in addition to the GS-11), you must have at least one year of experience equal or equivalent to the GS-11, it must include:
  • Experience evaluating reports of issues, field reports, or repair orders for automobiles and determining the cause of the issue or what needs repaired and if it is safety related.
  • Experience working in the automotive fields of service writer, mechanic, service manager, or as part of an automotive safety review team.
  • Experience providing guidance and/or recommendations regarding potential safety defects.
  • Experience searching for potential safety defect trends.

You cannot qualify on education at the level, you must have experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
