Responsibilities

  • You will be responsible for managing the assigned resources in a visionary, collaborative, and customer-focused manner to support Information (IT) initiatives.
  • You will create and maintain an atmosphere that promotes positive inter-personal relations and open communications between employees and supervisors.
  • You will be responsible for ensuring employees contribute to the accomplishment of CIO goals and objectives while providing them opportunity to influence their work environment through discussions related to their work and accomplishments.
  • You will provide assistance, guidance and mentorship to support and guide employees in their own professional growth and development.
  • You will help employees access the appropriate level of training, experience, and opportunities to enable their successful performance in their current roles in addition to preparing them for the next step in their career path.
  • You will, within delegated authority, approve or decide on personnel actions for recruitment, reassignment, promotion, reclassification, within grade increases, and other actions on assigned employees.
  • You will provide expert knowledge, direction and guidance to leadership, operational staff, and customers that enables a secure and available IT infrastructure and IT/OT capabilities across the NAVFAC command.
  • You will orchestrate programmatic decisions, manage work programs, manage risk, and synchronize activities necessary to accomplish the CIO mission.
  • You will provide authoritative advice, direction and subject matter expertise on IT and cybersecurity operations.
  • You will lead the planning, acquisition, implementation, coordination, and management activities necessary to carry out CIO program activities.
  • You will support the NAVFAC CIO with developing and implementing policies and procedures to support the availability, reliability and accessibility of IT and operational systems and IT infrastructure to support overall mission goals and objectives.
  • You will promote awareness of security issues that could negatively affect operations including security system risk and vulnerability monitoring, identification, assessment, evaluation, contingency planning and recovery, and incident remediation.
  • You will develop project plans, organize and conduct project team meetings, prepares status reports, and use authorized business tools to support CIO requirements, and prepare documentation that supports successful project outcomes.
  • You will collaborate and interface with stakeholders that include senior military leaders as well as civilian counterparts that include Flag Officers, SES, external federal, state and local government and foreign government leadership.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final top secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Cyberspace Policy and Strategy Planner within 6 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field - Information Technology - Level III. Certification is required within 24 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when visiting work sites, as determined by site conditions and applicable safety regulations.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • Overtime work may occasionally be required to meet mission objectives.


Qualifications

Your resume must reflect one year of information technology-related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency must include: Developing and implementing policies and procedures to support the availability, reliability and accessibility of IT and operational systems and IT infrastructure for a large organization. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency must include: Providing expert knowledge, direction and guidance to leadership, operational staff, and customers that enables a secure and available IT infrastructure and IT/OT capabilities across a supported organization. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Collaborating and interfacing with a wide range of stakeholders to develop project plans, organize and conduct project team meetings, present status reports and promote awareness of security issues. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Addressing issues encountered in planning, acquisition, implementation, coordination, and management activities necessary to carry out CIO programs. In addition to experience demonstrating the four competencies above, one year of specialized experience equivalent to the GS-14 grade or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Serving as a technical authority for an Information Technology organization in implementing and integrating new programs or requirements and developing new policies, theories, concepts, principles, standards, and methods related to information management (IM), information technology (IT), operational technology (OT), and Cybersecurity (CS); 2) Advising and working on a variety of complex and unusual security issues with security officers for IT-related security vulnerability when there is not complete agreement on methods, procedures, or objectives; 3) Developing and supporting information systems and enterprise architecture to ensure, protect, and restore IT systems, services, and capabilities; and 4) Inspiring, motivating, and guiding other IT professionals towards achieving unique and challenging IM, IT, OT and CS goals as CIO, or similar role for a large organization.
