This position is located in the Department of the Interior (DOI), Office of Inspector General (OIG), Office of Assistant Inspector General for Investigations (OI) in the Program Integrity Division (PID). The Office of Investigations conducts investigations relating to DOI programs and operations, including, but not limited to, investigations of fraud, waste, abuse and mismanagement by DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI.

The incumbent of this position serves as an Investigator, and is responsible for investigation of suspected civil and administrative violations affecting DOI programs and activities consistent with the Inspector General Act of 1978 (Public Law 92-452).The incumbent conducts investigations of suspected civil violations and administrative violations highly complex and sensitive in nature, and a variety of investigative and/or operational duties to the following:
  • Plans and conducts investigations of alleged or suspected violations of law, administrative regulations, policies or procedures. Investigates a diverse portfolio of allegations including, but not limited to: administrative investigations into matters of personal conduct, alleged waste, abuse or mismanagement, EEO and harassment, unequal application of laws, regulation, policies and procedures, and questionable acquisition, procurement and contracting activities.
  • Conducts appropriate field investigative activities including interviews of suspects, witnesses, complainants, evidence collection, surveillance, lead development, data analysis, document and email reviews.
  • Coordinates with internal OIG resources to determine whether prosecution, suspension, debarment and other administrative actions are needed, and initiates follow up action when required.
  • Prepares briefs, investigative reports, summaries, and other documents that are clear, concise, factual and timely.
  • Provides briefings to senior management and Department officials, as needed. Briefings are clear and understandable and enable objective and timely decisions.
  • Exercises tact and objectivity in respect to settling disputes and resolving conflicts.
  • Assists Director in establishing and maintaining a productive liaison with DOI counterparts and other federal, state and local law enforcement agencies responsible for the investigation of allegations of waste, fraud and abuse, malfeasance, and improper conduct within venues.
  • Works multiple ongoing investigations and perform other duties as assigned.

GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service conducting complex civil and administrative investigations and program reviews directly in support of the organization's mission; studying and analyzing areas considered sensitive to fraud, waste and abuse for the purpose of determining effective controls and designating areas for detection efforts; and skill in preparing written products in a clear and concise manner.

Conditions of Employment:
  • Selected applicants must undergo and successfully obtain and maintain a background investigation for a Top Secret clearance. You must meet initial and periodic suitability determinations based on favorable background investigations and updates.

  • Demonstrated ability to develop, plan and conduct investigations including those involving alleged waste, abuse or mismanagement; EEO, Prohibited Personnel Practices, and harassment; unequal application of laws, policies or procedures; and questionable acquisition, procurement, and contracting activities.
  • Demonstrated experience working well with team members and stakeholders, particularly in conducting investigations.
  • Demonstrated ability communicating clearly and effectively orally to a wide range of personnel and officials.
  • Demonstrated ability to effectively compose written correspondence, including investigative reports that comply with applicable policy.
