Responsibilities

This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level, the major duties are:
  • Serve as the category expert consultant by identifying category best practices.
  • Initiate and synchronize brand strategies/ priorities with patron strategies for a win-win outcome.
  • Perform analyses of data and processes and perform data gathering and identification of potential data.
  • Use analysis to develop trends, recommend solutions and provide data to Agency management as well as to a variety of government and private organizations.


Travel Required

Occasional travel - The incumbent travels worldwide to participate in store-level merchandising and reset activities.

Qualifications

To qualify at the GS-12 grade level, by the closing date of this announcement, you must possess the following:

One year of specialized experience equivalent to GS-11 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

Creditable specialized experience includes:
  • Working in the retail grocery/supermarket environment (i.e., retailer, manufacturer, supplier, broker, headquarters, region, and field) in support of category management processes, commercial retail food merchandising, and retail food management practices.
  • Developing retail grocery category presentations, recommendations for new item introductions, promotional activity, product positioning, and planogram reviews.
  • Supporting a retail grocery category management program through the application of the most recent sales technologies including shelf planning and management, syndicated data, category analyzer, point of sale, and scanning data applications, with emphasis on fact-based selling.
  • Managing a department in a retail food store, developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store.
  • Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce, as well as front end operations.

To qualify at the GS-13 grade level, by the closing date of this announcement, you must possess the following:

  • Providing input to the development and execution of a retail grocery category management and review program to include category, consumer, and sales analysis, market research, identification and use of category and retail best practices.
  • Establishing strong, multi-level working relationships with assigned business team members.
  • Managing a commissary store, supermarket, or similar type of commercial retail food store.-
  • Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce, as well as front end operations.

In addition to meeting the qualifications outlined above, you must also meet the following by the closing date of this announcement:
(a) Time after competitive appointment requirement: You must have completed three months of civilian service after a competitive appointment.
(b) Time in grade eligibility requirement: You must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-11 grade level (or equivalent) (for the GS-12) or GS-12 grade level (or equivalent) (for the GS-13).

Education cannot be substituted for specialized experience for this position at this grade level.

  • This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Sales Marketing, and Policy Group, Sales Directorate, Category Management Division.
  • The incumbent will be required to complete the certification program for category management Professionals within 18 months of appointment to this position, and maintain while under appointment.
  • The position involves access to or control over personal, private, sensitive but unclassified, controlled unclassified or proprietary information.
  • The incumbent interacts with Agency representatives of all levels and commissary customers in various mediums.
  • The work of the position requires access to DeCA's business systems and is designated as IT Level II.
