Summary

We are seeking a highly qualified and motivated individual to serve as a Supervisory Information Technology Specialist and be a proactive member of our team. The Office of Inspector General (OIG) for the General Services Administration (GSA) is one of the original OIGs established by the Inspector General Act of 1978.

Responsibilities

This position is located in the Information Technology Division, Office of Administration, Office of Inspector General (OIG). As the supervisor of the position, the incumbent is responsible for defining and structuring project requirements; assigning work to unit members; monitoring status and progress of work (including making adjustments in accordance with policies); and, reviewing/evaluating deliverables, and managing and assigning tasks associated with information technology development, reviewing software security risks, reviewing/monitoring web/non-web application infrastructure, and tasks associated with identifying efficiencies/deficiencies in the applicability of software.

The incumbent provides supervision to the Software Application and Development Unit. The functions of which, are highly technical and complex in nature, and involve the maintenance and/or development of IT products and services that directly and significantly impact aspects of the OIG's national mission.

Supervision responsibilities include:
  • Distributing and balance the workload, assigning projects to team members, prioritizing and making adjustments to accomplish assignments, and ensuring the timely accomplishment of assigned projects;
  • Providing technical advice, serving as a mentor, communicating goals, project plans, actionable events, and milestones;
  • Discussing project issues and concerns under review;
  • Establishing deadlines for completion, assessing the strengths and weaknesses of teams, and providing and/or arranging for training to shore up deficiencies;
  • Exploring alternatives in finding ways to improve work methods, processes, and/or procedures; and,
  • Ensuring that team performance plans are developed and performance concerns, issues/problems are discussed and recommending/discussing team training needs; and,
  • Relaying any team changes, including tour of duty changes, and reassignment of projects that affect overall plans to the Division Director.

In addition, the incumbent:
  • Works closely with the Director of the Information Technology Division and management, providing estimates, developing reports; and, ensuring that team members are aware of team goals and objectives;
  • Serves as the OIG expert and Applications' Developer and Programmer;
    • Participate and lead in analyzing and refining requirements; translating systems requirements into applications prototypes; planning and designing systems architecture; writing, debugging, and maintaining code; determining and designing applications architecture; determining output media/formats; designing user interfaces; working with customers to test applications; assuring software and systems quality and functionality; integrating hardware and software components; writing and maintaining program documentation; evaluating new applications software technologies; ensuring the rigorous application of information; security/information assurance policies, principles, and practices to the delivery of application software services.
    • Ensures that the Director is periodically updated on team and/or individual work accomplishments, complex problems, progress in mastering tasks and work processes, and individual and project team training needs.

Qualifications

Applicants must demonstrate in their resume and responses to the vacancy questions that they meet the basic OPM qualifications as well as qualifications described below. Applicants must meet all qualification and eligibility requirements for the position advertised within 30 days of the closing date of the vacancy.

Qualified applicants will have at least one year of specialized experience equivalent to the GS-2210-13 level in the federal government. Specialized experience is experience that has equipped the applicant with the necessary knowledge, skills and abilities to complete the duties of the position at the grade level advertised. Experience should be clearly exhibited in an applicant's resume.

To qualify for the GS-2210-14 grade level, an applicant must have the following specialized experience:
  • Previous supervision or team leader experience of IT Specialists ( prior supervision or team leader experience of a team who conduct work similar to the Unit advertised is a plus )
  • Advanced-level experience in systems security and application software, including identifying needs and making recommendations
  • Participation in the development of policies associated with security/application software
