Responsibilities

WHAT DOES A TELEVISION PRODUCTION SPECIALIST DO? The incumbent plans, produces, directs, edits and uploads video and live webcasts to educate and inform both internal to IRS and external audiences. Operate professional broadcast quality equipment and work with people at all levels of the organization.

WHAT IS THE COMMUNICATIONS AND LIAISONDIVISION? Communications & Liaison Division (C & L) touches every aspect of the IRS mission through its information-sharing activities ? from communicating internally with IRS employees to communicating with taxpayers, Congress and state and local agencies. From handling thousands of media contacts and information requests to helping taxpayers understand and meet their tax responsibilities, C & L is vital to IRS operations.



As an Television Production Specialist you will:
  • Record, edit, and upload video for use in Social Media and other online platforms.
  • Plan and manage all production aspects of video and live webcasts on a variety of technical tax-related themes. Collaborate in all planning sessions with clients and subject-matter consultants as experts in the creative use of video images and devices to communicate ideas.
  • Conceptualize the broad approach of productions and work with subject matter experts to develop outlines and scripts.
  • Advise on the artistic, photographic and instructional suitability of graphical elements and all other visual materials. Make difficult logistical arrangements, such as assembling cast members, and contract crew.
  • Select music and coordinate other audiovisual materials such as pre-recorded video and audio portions, slides, still photos. Approve sound quality and ensure that set and lighting changes are pre-set and that cues are arranged for the entire production crew.
  • Administer contracts for production crew. Design video production sets if needed. Determine camera positions and lighting design.
  • Direct the actions of performers. Organize and direct the entire production crew and talent.
  • Supervise the editing of complex video products. Screen videotape with personnel involved for technical accuracy and artistic quality of the picture and sound. Arrange for online posting of video and spot check quality of final product.

You must meet the following requirements by the closing date of this announcement:


GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. You must have all of the following specialized experience for this position: Experience with activities such as operating professional broadcast quality audiovisual production equipment (i.e., video cameras, audio mix boards, microphones, lighting equipment, teleprompter, etc.); Experience managing multiple audiovisual productions from initiation to completion including creating project plans, timelines, budgets and production schedules. Experience in applying video editing techniques, using professional editing software and importing, exporting and compressing digital media files.; Experience directing/coaching on-camera talent; Experience communicating effectively with contractors and customers regarding all phases of video production.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.

Rating
: Your application will be evaluated in the following areas: Oral communication/Speaking, Planning and Evaluating, Communications and Media, Interpersonal Skills, and Video Production. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, C= Qualified) depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.
