Responsibilities

  • Applies a full range of HR expertise to provide advisory services to managers in a significant organizational segment of the agency, such as a region, combined research stations, area offices, or JCCC or other combined functional units
  • As the unit's recognized technical expert, develops and implements broad guidelines and regulations to resolve complex, novel, and systemic problems that impact employment policies or practices region-wide or throughout the component serviced.
  • Provides leadership and monitors the human resources programs and operations to ensure recognition of emerging problems and prompt response to management needs.
  • Ensures the broadest possible outlook in the application of human resources management skills and the creative development of human resources techniques and programs.
  • Promotes innovative solutions to management problems.
  • Reviews classification actions and provides guidance on complex and/or sensitive issues, such as those that conflict with previous work, involve highly visible or political situations, or involve non-competitive promotions.
  • Supervises and coordinates through subordinate supervisors, the work of HR Specialists and assistants engaged in ensuring timely and effective HR services to organizations. Plans and assigns work to accomplish by subordinate supervisors
  • Provides technical and administrative supervision to employees in administrative and technical occupations.
  • Exercises significant responsibility in dealing with officials of other units or organizations, and/or in advising management officials of higher rank.
  • Sets and adjust short-term priorities and schedules and makes decisions on work problems of subordinate supervisors.
  • Provides leadership, allocates resources, and implements activities to accomplish Forest Service multicultural organization direction, and Equal Opportunity and Civil Rights requirements, goals, policies, and objectives.

Qualifications

Specialized Experience Requirement:
For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience planning, organizing, and providing human resources program leadership and direction, policy development, program and management guidance, oversight, and advisory and consultation services. Providing leadership and expert technical advice to management to explore, develop, and implement new human resources techniques and methodologies. Developing solutions to unique or unusually complex problems regarding human resources management operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
