Summary

AMENDED TO EXTEND CLOSING DATE TO TUESDAY, JULY 23, 2019.

This position is located in the Employment and Training Administration (ETA), Office of Management and Administrative Services (OMAS), Office of Grants Management (OGM). OGM is responsible for providing centralized services to ETA's National and Regional Offices to ensure effective and uniform implementation of Federal and Departmental grant regulations and guidelines across the agency.

Responsibilities

As a Grants Management Specialist, at the full performance level, the incumbent:
  • Performs analysis and evaluation of compliance and completeness of statement of work (SOW), Initial/Final Determinations or Closeout Documents;
  • Works on grants management and cooperative agreements for one of several major grants programs within the Employment and Training Administration (ETA);
  • Participates in the administration of grant/cooperative agreements including, but not limited to technical panel reviews of applications, building grant awards, modification reviews and processing, assisting with financial reporting, researching policy questions, resolving audits or performing closeout duties;
  • Provides guidance to program officials, grants applicants and recipients in the interpretation, application and implementation of applicable laws and regulations, policies and procedures pertaining to all aspects of federal assistance program activities;
  • Participates in negotiations conducted with grantees to develop the budget and grant terms or assists in the preparation of award documents, determinations or closeouts for signature.

Qualifications

GS-11

A. Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related;

-OR-

B. Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-9, in the Federal Service.

Specialized experience is described as experience:
  • Implementing and managing grants and/or cooperative agreements and providing grants-related assistance and services; and
  • Interpreting grants/assistance management laws, rules, policies, and procedures.

C. A combination of A and B, as described above, that satisfies 100% of the requirement

Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

Specialized experience is described as experience:
  • Monitoring grants and/or cooperative agreements to assess compliance with regulatory, policy, and reporting requirements;
  • Performing standard grants or agreement administration tasks, such as completing grant close-out processes, preparing final assessments of compliance with statutory and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings; and
  • Performing grant and/or cooperative agreement pre-award tasks, such as generating grant solicitations, identifying potential negotiation strategies, and making recommendations to resolve problems.

Education may not be substitute for, or combined with, specialized experience at the GS-12 level.
