Summary

About the Position: This is an Attorney Adviser position working on all matters related to fiscal, administrative law and acquisition or contract law issues. The position is located with Command Judge Advocate at Regional Health Command located at Fort Belvoir, VA. Fort Belvoir is approximately 15 miles southwest of Washington, D.C., five miles from Alexandria, VA and next door to the community of Mount Vernon, VA. Responsibilities

  • Serve as subject matter expert (SME) in Government ethics, labor law and a wide range of other administrative, civil and health law issues for the RHC commander, staff agencies, and all Medical Treatment Facilities (MTFs) within the Medical Command.
  • Manages the RHC government ethics programs, including: Financial disclosure programs (SF 278s and OGE 450s) for process, compliance, and reporting to HQDA for filing with the Office of Government Ethics.
  • Advise the RHC command on civilian personnel law, labor relations and equal employment law issues, including matters arising from the civil service system, employment discrimination and a variety of other labor issues.
  • Provide timely responses to difficult, complex, and urgent legal problems presented so as to preclude interruptions in services.
  • Serve as the RHCs Ethics Counselor.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires that you submit a Standard Form 450, Executive Branch Personnel Financial Disclosure Report, upon entrance to this position and annually.
  • This position requires 10% Temporary Duty Travel (TDY).
  • Physical Exam maybe required.
  • This position may require an annual influenza immunization.


Qualifications

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSA's:

(1) Skill in identifying legal issues and conducting relevant legal research within Legal Assistance, Administrative Law, or Health Law.
(2) Skill in administrative hearings practice.
(3) Skill in oral and written advocacy.
(4) Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs.

VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government must have completed 1 year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. (Note: Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as a Master of Laws (LLM) may substitute for one year of the required professional legal experience.)

  • This position is scheduled to transfer to the Defense Health Agency (DHA) no later than 30 Sept 2021 in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. The Act directed the DHA to take responsibility for the administration (i.e., authority, direction, and control) of military treatment facilities beginning 1 Oct 18. Employees will become DoD employees upon transfer to the DHA.
