As the Program Manager of the Corporate Engagement Branch, the incumbent will lead the FAA's corporate onboarding and corporate recruiting programs. This position contributes a high level of specialized knowledge, skill and consultative leadership to ensure that FAA's talent acquisition strategies are innovative and enable the agency to hire top talent efficiently.

Responsibilities

The responsibilities include a mixture of routine and complex projects/programs based on the objectives of the FAA's major subdivisions/Lines of Business and Staff Offices (LOB/SOs). The incumbent provides thought leadership to envision, plan and implement innovative methods for optimizing FAA's talent acquisition initiatives. He or she will evaluate, design, and build organizational-wide talent acquisitions programs and strategies with an emphasis on scalable solutions that align to needs of the organization to deliver against the most critical talent needs. The incumbent will contribute to the development of a multi-year integrated talent acquisition strategy, leveraging new and emerging digital technologies to efficiently meet FAA's talent needs.

The incumbent oversees the development, execution, and evaluation of various recruitment campaigns, including strategic partnership cultivation for growth in key recruitment areas. S/he provides continuous improvements by gathering appropriate metrics to evaluate program effectiveness and adjusting course of action based on resulting data, best practice studies, reports, and interviews. S/he applies professional knowledge of facilitation, communication, and change management principles to conduct focus groups, interviews, strategic planning, and action planning with diverse groups of stakeholders to optimize FAA's talent acquisition operations.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. The incumbent effectively communicates with, and provides consultative leadership with stakeholders from all levels in the organization. S/he facilitate meetings, presents findings, advises, and makes recommendations to organizational leaders, executives and other internal and external customers. S/he creates and disseminates reports of various complexities.

The Corporate Engagement Manager serves as a first-level supervisor of a branch responsible for planning, assigning, and evaluating both routine and complex work to be accomplished in this group. Specifically, this position will be accountable for assigning and prioritizing work, setting priorities, reviewing work, and managing the performance of direct reports. In addition, the incumbent will be directly responsible for coaching and developing employees, preparing performance appraisals, approving leave and recommending or approving administrative actions.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13 or FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as: Experience with design, development, delivery, and evaluations of talent acquisition programs.
