Responsibilities

Senior Role

• Leading budget formulation and execution activities, providing assistance to customers, support to management/stakeholders, and guidance to junior analysts.
• Providing resource management, developing strategies to improve efficiency, business processes and analytical capability for House programs.
• Planning and implementing a variety of business intelligence projects providing analysis and delivery of financial data from source systems to stakeholders.
• Identifying, gathering, and documenting functional/technical requirements, to support development of solutions to management problems and for planning program direction.
• Planning, developing, and coordinating activities and initiatives to foster relationships with stakeholders to ensure efficient, prompt, and proper action or resolution on program/budget recommendations. Periodically providing reports on these activities through briefings, presentations and conferences for executive management.
• Coordinating responses to inquiries from Congress, Leadership, stakeholders and others, as appropriate, to strengthen and unify CAO operations and management.
• Preparing and/or assisting in the preparation of various forms, report and schedules for official Subcommittee on the Legislative Branch Appropriations documents and submissions.
• Compiling and/or assisting with the compilation of standard detailed annual budget justification tables and narratives for inclusion in the House Budget Justification.
• Coordinating and preparing the Office of Management & Budget (OMB) submissions of budgetary schedules.
• Preparing and updating standard operating procedures, to codify repeatable processes.
• Performing analysis and historical research on appropriations law issues and coordinating with Budget Director and/or Admin Counsel on legal interpretations as appropriate.

Junior Role

• Providing expert analysis, advice, and assistance to assigned House accounts in the planning, formulation, and execution of their budgets.
• Performing trend and variance analyses and identifying material changes in funding outlook due to changes in operations and/or business practices, ensuring adequate funds for program coverage.
• Providing consistent customer service in a consultative and solutions-based environment, through proactive outreach and issue resolution.
• Communicating effectively both orally and in writing with a variety of people both internal and external to the organization.
• Performing transactional duties in the financial system, to record, monitor, report on and realign budget authority as required.

Qualifications

Who You Are

You're the complete package: A program/budget analyst with a proven track record of providing analytical and subject matter expertise on developing strategic financial plans and turning financial requirements into executable budgets.

We would love it if you have prior House of Representatives/Federal Government experience.

To be considered for the senior role, you have:
• A minimum of 3 years of experience in accounting, finance, and/or the federal budget.
• A Bachelor's degree, with concentration in Finance, Accounting, Business Administration, or Public Administration.
• Strong oral and written communication skills, and proven experience in writing budget narratives and justifications.
• Experience using PeopleSoft, OMB MAX, and/or Hyperion, strongly preferred.
• Working knowledge of the Anti-Deficiency Act, Appropriations Law, and GAO's Red, Green and Yellow books, a plus.
• Intermediate or better knowledge of computer applications, specifically Microsoft Excel.
• A proactive attitude and ability to solve problems independently and meet deadlines.
• A cooperative work ethic, which enables you to work well under pressure in a professional environment, while collaborating with others.
• The ability to secure and maintain Federal Government security clearances as deemed appropriate by senior management, required.

Salary range (commensurate with experience): $113,189 to $128,086

To be considered for the junior role, you have:
• A minimum of 2 years of experience in accounting, finance, and/or the federal budget, preferred.
• A Bachelor's degree, preferred.
• Intermediate knowledge of computer applications, specifically Microsoft Excel.
• A proactive attitude and ability to solve problems independently and meet deadlines.
• A cooperative work ethic, which enables you to work well under pressure in a professional environment, while collaborating with others.
• The ability to secure and maintain Federal Government security clearances as deemed appropriate by senior management, required.

Salary range (commensurate with experience): $78,172 to $88,566
