The Chemistry & Dynamics Branch within the Science Directorate is seeking an individual to manage the operational aspects of an Earth science mission as a hosted payload on the International Space Station (ISS), that includes leading/managing the multidisciplinary operations team in the conduct of the operational mission, and managing the daily operational interface with the payload host. The mission of the Branch is to improve the quality of life on Earth by understanding atmospheric change.

  • Leads and manages the operations team in the conduct of the operational mission, and daily operations interface with the payload host. Leads participation in mission operations-based Technical Interchange Meetings.
  • Responsible for developing and maintaining appropriate documents necessary for successful execution of on-orbit science mission, i.e., spacecraft mission Concept of Operations, Mission Operations Plan, and Operations Handbook.
  • Leads preparation of mission operations material for Phase E and F life-cycle reviews. Leads execution and maintenance as needed of the routine calibration/characterization plan for the payload.
  • Leads the operations team in performing advanced analyses and evaluations of payload performance affecting mission requirements.
  • Leads the updating of command and control procedures for nominal operations, payload maintenance and contingency situations. Leads payload anomaly resolution and execution of contingency actions.
  • Develops, executes and maintains a comprehensive operations training program. Develops and tracks a science measurement budget with the Science Manager and Project Scientist.
  • Oversees management of the mission ground system. Oversees the categorization and maintenance of mission unique information necessary for the ground system required data library.
  • Oversees the updates of all ground system external interface requirements. Oversees the optimization and updating of the command, telemetry, and limit databases including any updates to the telemetry displays.
  • Defines and leads science and engineering optimization of routine and contingency operations with engineering support as required.
  • Contributes to future Science mission proposals by advising mission operations architecture and process concepts.

Applicants must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience at the GS-13 level includes: Experience with the International Space Station (ISS) external payload interfaces and processes; experience in monitoring the health and status of an on-orbit earth science payload; and experience in the earth science research environment with regard to an operational space platform.

Specialized experience at the GS-14 level includes: Experience with the International Space Station (ISS) external payload interfaces and processes; experience in monitoring the health and status of an on-orbit earth science payload; experience in the earth science research environment with regard to an operational space platform; and experience serving in a leadership role managing a diverse team of engineering professionals performing tasks such as scheduling of personnel tasks and operation activities, reporting operation and research activities to senior management, and assigning analysis tasks to the team in support of operations and science goals.

The International Space Station is a unique dynamic platform requiring extensive knowledge of the ISS program practices and protocols for the daily operations of an external science payload.


Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
