Summary

The Systems Analysis Team operates as part of NARA's Records Management Oversight & Reporting Program, Office of the Chief Records Officer. This position will be responsible for conducting a variety of oversight functions, including formal audits of information systems to assess the effectiveness of Federal agencies' internal controls over electronic records creation, maintenance, and disposition, and agencies' compliance with Federal records management statutes, regulations, and guidance.

Responsibilities

Your typical work assignments may include the following under supervision:
    • Analyze and conduct audits of Federal agency electronic records and information systems' general and application controls.
      • Plan, collect, and analyze a wide range of data related to understanding the review area and Federal records management statutes, regulations, and guidance over the creation, receipt, maintenance, and disposition of Federal records.
      • Conduct surveys, audits, and other evaluations of information system controls to determine the extent to which the controls are implemented correctly, operating as intended, and producing desired outcomes with respect to data reliability, authenticity, integrity, usability, content, context, and structure.
      • Assess the risk and significance of identified issues by way of the audit objective.
      • Review and evaluate electronic records management processes and technology with an emphasis on databases, information storage solutions, emails and electronic messaging platforms and providers, data migration, SaaS, PaaS, IaaS, IoT, records management systems, system and application design, and emerging audit techniques, issues, and trends.
    • Communicate technical information and audit findings to a variety of audiences, including those with less-technical backgrounds.
    • Draft and issue well-documented and well-written reports for each audit and evaluation.
    • Evaluate software tools, techniques, methods, and processes required to conduct audits and evaluations of Federal agencies' electronic records and information systems in accordance with audit standards.
    • Conduct research and issue reports on various electronic records management issues from an IT and systems analysis point of view. Consult with internal and external customers to identify and specify information system control approaches supporting reasonable assurance.

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized Experience for the GS-14 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience:
    - Independently planning and conducting general control or application control assessments for system audits, reviews, evaluations, or similar engagements; AND
    - Communicating issues, justifying conclusions reached, and recommending courses of action in an audit environment; AND
    - Performing formal and informal briefings and presentations to high-level management to defend a position or gain support from the audience.

    In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
