This position is located in the Office of Human Capital Management,Office of Information and Technology, The Program Analyst, will be analyzing the effectiveness of program operations in meeting CIO established agency goals and objectives, researching and generating reports for the supported office(s). Providing program support, leadership in analysis activities, identifying resources to support program operations, and analyzing and evaluating changes in mission and I or operating procedures.

Physical Requirements: The work is primarily sedentary in nature. No special physical demands are required.

Major Duties:
  • Research and investigate business practices, management practices, or information system requirements for application to agency programs or operations. Develop program or administrative recommendations on process improvement, process implementation, systems specifications, data gathering and analytical techniques.
  • Analyze new or proposed legislation or regulations to determine impact on program operations and management,investigate and evaluate proposed changes in mission, operating procedures, delegations of authority, design and conduct comprehensive studies on administrative programs, employee/ organizational efficiency and productivity, and recommending changes or improvements in organizations, staffing, work methods, and procedures.
  • Provide process improvement recommendations that will prevent waste and loss of assets. Identify resources (staff, funding, equipment, or facilities) required to support varied levels of program operations,authoritative technical advice and guidance to managers and other contacts on the use of evaluative methods.
  • Analyze and evaluate agency functions and activities being considered for conversion to contract operations and the effectiveness of line program operations in meeting established goals and objectives.
  • Uses various communication techniques to explain recommendations and persuade management to accept the findings and seeks innovative ways to improve program performance and customer satisfaction.
  • Collect, research, and analyze data, produce and disseminate information related to executive management and daily operations including information involving labor management relations pre- decisional documents and document program inconsistencies and/or anomalies and prepare management reports and recommendations to resolve issues.
  • Lead or independently perform cost benefit analyses or economic evaluations of current or projected programs and perform market research and develop data required for current and future use in the management and direction of organization-wide programs and functions

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The Selective Placement Factor for this position is: Do you have experience in designing and conducting comprehensive studies on administrative programs, employee/organizational efficiency and productivity, and recommending changes or improvements in organizations, staffing, work methods, and procedures to include providing process improvement recommendations that will prevent waste and loss of assets.

You may qualify based on your experience, as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes organizational transformation consulting, strategic planning and analysis of strategic plan performance indicators, furlough and contingency planning, sustainment workforce planning and staffing model production, and succession planning.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
