Summary

About the Position:As a HQDA Installations Program Analyst individual will serve as an experienced analyst and advisor on resource analysis and database management. Participates in all aspects of the Army Planning, Programming, Budgeting, and Execution (PPBE) process. Identifies and defines problems, develops alternative courses of action, and presents findings and recommendations to Senior ACSIM leadership for planning, programming, and allocating resources related to installation programs.

Responsibilities

  • Serves as a member of the Installations Program Evaluation Group (II PEG). Analyzes program and budget requests for manpower and dollars, either submitted by the Army Commands or directed by OSD/OMB/Congress.
  • Conducts thorough review and analysis of base support requirements, and other assigned programs to ensure the official Army databases are correctly updated.
  • Facilitates the justification and defense of resources and requirements for assigned programs throughout the PPBES cycle.
  • Serves as a resource advisor to the Office of the Assistant Chief of Staff for Installation Management (OACSIM), Army staff offices, and Commands on issues relating to base support program resources.
  • Provides advice to analysts and senior leadership to ensure availability of information for base support programs for Army, and for reports provided to OSD and Congress.

Experience Required:

Expert knowledge of the Planning, Programming, Budgeting, and Execution System and an in-depth understanding of the laws, policies, and procedures of the Federal budget process. Expert knowledge of analytical and evaluative methods and techniques quantitative and qualitative to interpret policy, determine functional requirements, plan and conduct project studies, assess program objectives and progress, and document results. Expert knowledge of Army policy on installation management and associated functions, the management objectives of senior Army leadership, and related programs of OSD and other military services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-13 Level:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

- For the GS-13, must have 52 weeks at the GS-12 (or equivalent)

This position will be filled on a permanent basis.
