Responsibilities

You will be responsible for the development, coordination of financial reporting and analysis, audit remediation and coordination, personal property accountability and financial management policy. In this capacity, you will lead and serve as senior accountant and as the senior accounting expert interpreting, analyzing and assessing impact of accounting policy, reviewing, monitor and assessing the effectiveness of those policies on CG wide accounting Action. Your official organizational title will be: Chief, Office of Financial Policy, Reporting, and Property with full supervisory/managerial responsibilities.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Advising, administering and assisting in all areas of accounting, audit engagement and remediation, financial management policy, and personal property accountability for the CG enterprise.
  • Developing and execution of audit remediation activities and the day-to-day progress of external full scope audit requirement of CG financial statements and Internal Controls over Financial Reporting.
  • Providing overall management direction, counsel, and processing management direction to senior leadership and conducting or directing special studies and analyses needed to evaluate current financial management practices.
  • Exercising delegated administrative, technical and managerial authority to a set of long range work plans and schedules for all employees assigned to the CG-84 Office (military personnel, reservists, and civilian personnel).
  • Ensuring CG policies and programs confirm to generally accepted accounting principles that meet the general requirements of the Government Accounting Office (GAO), Office of Management and Budget (OMB), Department of the Treasury, and the Department of Homeland Security (DHS) and those programs are responsive to a wide range of operational environments, missions, and conditions.

Qualifications

To meet the Basic Requirements, you must meet one of the following:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the Basic Requirement, you must meet the following Specialized Experience:

To be considered at the GS-15 level: Applicant must have one year of specialized experience equivalent to at least the GS-14 grade level in the federal service. For this position, specialized experience includes accounting, audit engagement and remediation, financial management policy, and personal property accountability; developing, directing and having oversight of new or updated financial management policy to include the management of personal property and the timely and complete reporting of financial information; conducting or directing the preparation of written reports and oral briefings to higher headquarters; and performing the administrative and human resource management functions relative to the staff supervised.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The necessary Knowledge, Skills, and Abilities to perform this job are:
  • Knowledge of the theory, principles, concepts, and practices of accounting, internal controls, and auditing sufficient to apply to broad and difficult assignments.
  • Knowledge in Project Management to include, identifying resource requirement, obtaining resources, balancing resource use, managing and controlling project risk, and managing cost schedule and performance.
  • Knowledge of governmental accounting and auditing practices and procedures including those established by GAO, OMB and the Department of Treasury.
  • Ability to supervise/manage a staff.
  • Ability to write reports to develop staff papers that accurately reflect findings and recommendations regarding fiscal and accounting operations.
  • Ability to prepare and present formal and informal briefings to top management.
